Job Posting Organization:
The Government of Suriname is actively engaged in addressing climate change through its readiness activities for accessing Green Climate Fund (GCF) resources. The government was awarded a grant in February 2022 aimed at strengthening climate change finance planning processes. This initiative is in collaboration with the Food and Agriculture Organization (FAO) as the Delivery Partner. The project focuses on enhancing the institutional capacity of the Ministry of Spatial Planning and the Environment (ROM) and other stakeholders to integrate climate change actions into national strategies, particularly in closing data gaps and enhancing institutional capacities to access climate finance. The overarching goal is to fulfill Suriname's commitments outlined in the Nationally Determined Contributions (NDC) 2020 and the National Adaptation Plan (NAP) 201
  • The project also emphasizes climate funding related to Suriname's forests and aims to align with the country's REDD strategy. It is implemented in close collaboration with various governmental and non-governmental stakeholders, ensuring a comprehensive approach to climate action in Suriname.

Job Overview:
The National Technical Project Coordinator will play a pivotal role in the successful implementation of the GCF readiness project. This position requires a strong focus on natural resources and climate change, with the coordinator responsible for ensuring that all project components are executed timely and effectively. The coordinator will provide technical support and facilitate connections among various components and stakeholders involved in the project. The role involves preparing annual project progress reports in line with GCF reporting requirements, which will include gender considerations. The coordinator will also develop and review Terms of Reference for the affiliate workforce, ensuring compliance with current standards and regulations. This position demands a proactive approach to support the implementation of activities by both international and national project affiliates, ensuring adherence to timelines and plans while safeguarding gender and Indigenous Peoples' interests. Additionally, the coordinator will organize workshops and consultations, ensuring that logistics are arranged with a gender-sensitive approach. Collaboration with national stakeholders, particularly ROM, is essential to maximize participation and delivery in project activities. The coordinator will also ensure that interventions are well-coordinated with other FAO and non-FAO projects in the country, leveraging successful practices and lessons learned from previous initiatives.

Duties and Responsibilities:
The National Technical Project Coordinator will have a comprehensive set of responsibilities, including but not limited to: coordinating the timely and quality implementation of project components; providing technical support and ensuring appropriate linkages among components and stakeholders; preparing annual project progress reports and briefs; developing and reviewing Terms of Reference for the affiliate workforce; supporting the implementation of activities by project affiliates; coordinating workshops and consultations with a gender approach; liaising with relevant national stakeholders to ensure maximum participation; ensuring interventions are well-coordinated with other projects; drafting Mentoring Handbooks for Soil and Forest monitoring; supporting the formation and operationalizing of a REDD Interdisciplinary Task Force; coordinating REDD RBP consultations; and developing a communication and knowledge management plan for Suriname’s GCF portfolio.

Required Qualifications:
Candidates must possess a university degree in agriculture, natural resources management, climate change, or a related field. A minimum of 5 years of relevant experience in project management is required. Full proficiency in English (level C) is mandatory, and candidates must be nationals of Suriname. The FAO core competencies expected from candidates include a strong results focus, teamwork, effective communication, building relationships, and a commitment to knowledge sharing and continuous improvement. Additionally, candidates should have technical and functional skills such as experience in facilitating multi-stakeholder consultations, excellent written and oral communication skills, facilitation and coordination skills, and the ability to provide strategic advice.

Educational Background:
The educational background required for this position includes a university degree in fields related to agriculture, natural resources management, climate change, or similar areas. It is essential that the degree is obtained from an institution that is accredited or recognized in the World Higher Education Database (WHED), ensuring that the educational qualifications meet international standards.

Experience:
Candidates should have at least 5 years of relevant experience in project management, demonstrating a solid understanding of the complexities involved in managing projects related to climate change and natural resource management. This experience should include working with various stakeholders and managing multi-faceted projects that require coordination and strategic oversight.

Languages:
The mandatory language for this position is English, with a requirement for full proficiency (level C). While English is the primary language, knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context or the stakeholders involved in the project.

Additional Notes:
The position is part-time, with the National Technical Project Coordinator expected to work both from home and within the offices of the Ministry of Spatial Planning and the Environment (ROM) in Paramaribo.
