Job Overview:
The EVAW Programme Analyst plays a crucial role in the effective management of UN Women programs in Senegal, specifically focusing on the elimination of violence against women and girls (EVAWG). Reporting to the EVAWG Programme Specialist, the analyst is responsible for providing substantive inputs to the design, formulation, implementation, and evaluation of programs. This position requires close collaboration with various stakeholders, including government officials, civil society organizations, and UN Women HQ personnel, to ensure successful program implementation. The analyst will monitor results achieved during implementation, apply appropriate systems and procedures, and develop enhancements as necessary. The role also involves providing technical support and capacity development to project/program partners, ensuring that the EVAWG program is effectively managed and aligned with UN Women’s strategic objectives.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in the area of EVAWG by providing substantive inputs to the design and formulation of program/project proposals and initiatives, and identifying areas for support and intervention.
  • Provide substantive technical support to the implementation and management of the EVAWG program, including leading the implementation of program activities, coordinating calls for proposals, reviewing partner reports, and training partners on Results Based Management.
  • Provide technical assistance and capacity development to project/program partners, maintaining relationships with national partners, and facilitating technical support and training as needed.
  • Monitor progress of program implementation and finances using results-based management tools, drafting reports on monitoring missions and program results.
  • Monitor budget implementation, make necessary budget revisions, and supervise Programme Associates and Assistants.
  • Contribute to building partnerships and resource mobilization strategies, preparing relevant documentation, and participating in donor meetings.
  • Provide technical support to inter-agency coordination on EVAWG, drafting background reports and briefs.
  • Develop background documents and coordinate advocacy campaigns, events, and knowledge management methodologies related to EVAWG.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/program management certification is considered an added advantage. Candidates should demonstrate good program formulation, implementation, monitoring, and evaluation skills, as well as the ability to gather and interpret data and present findings effectively. Knowledge of EVAWG and the ability to identify trends and opportunities for fundraising are also essential.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted. A project/program management certification would be beneficial.

Experience:
At least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building is required. Experience in EVAWG is desirable, as is experience coordinating with government agencies and donors. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is necessary. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is also desirable.

Languages:
Fluency in French and English is required for this position. Knowledge of one of the local languages is considered desirable, enhancing communication and engagement with local partners and communities.
