Job Overview: The Director of Postal Operations will be responsible for designing and formulating strategies and policies for a comprehensive quality management system within the UPU. This role involves leading initiatives to enhance the quality of postal services, including both letter-post and parcel-post services. The incumbent will coordinate compliance and quality improvement programs, ensuring effective implementation of activities that align with UPU standards. The position requires collaboration with various stakeholders, including UPU member countries and external organizations, to address emerging challenges in the postal sector and propose innovative solutions. The Director will also oversee the development of quality measurement systems and ensure that UPU's quality of service activities are consistent with international standards.
Duties and Responsibilities:
Design and develop strategies and policies for the Integrated Quality Plan, ensuring implementation by UPU bodies and member countries.
Identify challenges in the postal sector and propose innovative solutions.
Develop and implement a quality measurement and improvement system based on UPU standards.
Collaborate with relevant bodies to ensure consistency in quality of service activities.
Monitor action plans for improving postal service quality and customer satisfaction.
Coordinate UPU’s quality certification and audits according to international best practices.
Raise awareness of quality service improvement and its value to stakeholders.
Initiate studies related to quality measurement and compliance, setting priorities and standards.
Supervise compliance and quality improvement programs, providing guidance and support to staff. 1
Represent UPU at international meetings and build relationships with external partners.
Required Qualifications: Candidates must possess excellent knowledge of international postal service operations, particularly quality measurement systems. A strong understanding of UPU Acts and extensive experience in international project management are required. Familiarity with economic matters related to postal services and the workings of international organizations is essential. Knowledge of UPU bodies is desirable. Candidates should demonstrate strong leadership, analytical, and communication skills, as well as the ability to build partnerships and discern trends in technology and management practices.
Educational Background: An advanced university degree (Master's or equivalent) in public administration, management, economics, logistics/supply chain, or a related field is required. A first-level university degree (Bachelor's or equivalent) may be accepted with additional relevant experience.
Experience: A minimum of 10 years of experience in national and international postal service operations at a managerial level is required for candidates with an advanced degree. For those with a first-level university degree, a minimum of 12 years of combined experience is necessary. Experience should include significant involvement in quality management and international project management.
Languages: Fluency in English or French is required, with the ability to communicate in the other language considered an asset. Proficiency in both languages is highly desirable due to the UPU's operational requirements.
Additional Notes: The position is a fixed-term appointment for three years, with an annual salary of 101,540 USD, subject to post adjustment based on currency fluctuations.
