Job Overview:
The PSEAH Coordinator will be responsible for facilitating IOM’s PSEAH prevention and response efforts at the country level. This role involves providing technical oversight, management, and support in line with a victim-centered approach. The incumbent will work under the direct supervision of the Chief of Mission in Madagascar and will coordinate closely with the Regional PSEAH Officer, the global PSEAH Unit, and relevant thematic specialists. The position requires active participation in the inter-agency PSEA Network or Task Force in-country, ensuring that IOM’s PSEAH mechanisms align with global strategies and policies. The Coordinator will also contribute to the development of PSEAH programming and liaise with relevant donors, ensuring that PSEAH is integrated into IOM's Country Office Strategy and programming.

Duties and Responsibilities:
The PSEAH Coordinator will serve as a resource for staff seeking advice on PSEAH issues, providing confidential support and guidance. Responsibilities include developing an operational PSEAH Work Plan, ensuring it is detailed and operational with clear actions, roles, and responsibilities. The Coordinator will provide technical inputs for the inclusion of PSEAH within IOM programming, risk mitigation, and management. They will analyze and draft SEAH risk assessment reports, participate in training plan development, and coordinate PSEAH trainings for IOM staff and partners. The role also involves mapping existing community engagement projects to incorporate PSEA messages, coordinating referrals for victim assistance, and monitoring risk mitigation interventions.

Required Qualifications:
Candidates must possess a Master’s degree in Law, International Relations, Psychology, Social Sciences, Development Studies, or a related field from an accredited institution. Alternatively, a University degree in the aforementioned fields with two years of relevant professional experience is acceptable. The position requires experience in sexual exploitation and abuse, protection, child protection, gender-based violence, and accountability to affected populations. Coordination experience within the UN system and among interagency partners is essential, along with skills in organizing and facilitating trainings and conducting risk assessments. Strong written and oral communication skills are necessary for effective representation and liaison with external partners.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Law, International Relations, Psychology, Social Sciences, or Development Studies from an accredited academic institution. Candidates with a University degree in these fields must have two years of relevant professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized and reputable sources.

Experience:
The ideal candidate should have substantial experience in the fields of sexual exploitation and abuse, protection, and gender-based violence. Coordination experience within the UN system and among interagency partners is crucial, as is experience in organizing trainings and facilitating capacity-building initiatives. Candidates should have a demonstrated ability to conduct risk assessments and work collaboratively across various sectors and teams. Strong organizational skills and the ability to prioritize tasks under pressure are essential for success in this role.

Languages:
Fluency in English and French is required for all applicants, both oral and written. IOM's official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations.
