Job Overview:
The Programme Policy Officer (Capacity Building) will play a pivotal role in leading the design and implementation of targeted capacity-building interventions aimed at enhancing the adaptive capacity of vulnerable communities in Khyber Pakhtunkhwa, Pakistan. This position is integral to the Green Climate Fund (GCF) project focused on improving early warning systems, developing anticipatory action protocols, and promoting climate-resilient livelihoods. The officer will work closely with government counterparts and community stakeholders to assess training needs, deliver training programs, and ensure sustainable knowledge transfer. The role requires a strong commitment to building institutional and community capacities in climate change adaptation and disaster risk management, aligning with WFP's strategic objectives and the specific goals of the GCF-funded project.

Duties and Responsibilities:
The Programme Policy Officer (Capacity Building) will be responsible for a comprehensive set of duties, including:
  • Leading the design and implementation of a capacity-building strategy tailored to the needs of government counterparts and community stakeholders.
  • Conducting training needs assessments and capacity gap analyses related to early warning systems and flood forecasting.
  • Designing and delivering targeted training programs for technical staff on weather forecasting and anticipatory action protocols.
  • Implementing a 'Training of Trainers' model to ensure sustainable knowledge transfer.
  • Collaborating with the National Institute of Disaster Management to align training initiatives with national priorities.
  • Conducting awareness-raising sessions and campaigns to enhance community preparedness for climate-induced disasters.
  • Coordinating with various project management units and stakeholders to ensure effective delivery of capacity-building activities.
  • Monitoring and documenting the implementation of capacity-building activities, preparing progress reports, and sharing lessons learned.
  • Contributing to the development of technical guidelines and training materials that consider gender and marginalized groups. 1
  • Performing any other tasks assigned by the supervisor to ensure project success.

Required Qualifications:
Candidates must possess an advanced university degree in Environmental Science, Climate Change, or a related field, or a first-level university degree with an additional two years of relevant experience. The position requires a minimum of three years of professional or managerial experience in institutional capacity building, flood forecasting, early warning systems, and disaster risk reduction, with a focus on anticipatory action and impact-based forecasting. Experience with the Green Climate Fund is considered a strong advantage. Candidates should demonstrate in-depth technical expertise in institutional capacity building and proven experience in designing and delivering effective training programs, along with strong analytical, problem-solving, communication, and coordination skills.

Educational Background:
The educational background required for this position includes an advanced university degree in Environmental Science, Climate Change, or a related field. Alternatively, candidates with a first-level university degree and two additional years of relevant experience will also be considered. It is essential that all educational documents are verified and attested by the Higher Education Commission (HEC) in Pakistan, as appointment is contingent upon submission of HEC-verified degrees.

Experience:
The position requires a minimum of three years of professional or managerial experience in areas related to institutional capacity building, flood forecasting, early warning systems, and disaster risk reduction. Candidates should have specific experience in anticipatory action and impact-based forecasting. Prior experience working with the Green Climate Fund will be viewed favorably, as it demonstrates familiarity with the funding mechanisms and project implementation strategies relevant to climate resilience initiatives.

Languages:
Fluency in English (level C) is mandatory, along with proficiency in Urdu and other local languages. Strong communication skills in these languages are essential for effective interaction with stakeholders and community members.
