Job Overview: The National Programme Officer - Gender/GBV Coordination will play a crucial role in analyzing and assessing political, social, and economic trends that affect gender equality and women's empowerment in the Philippines. This position involves close collaboration with various units within the UNFPA Country Office and requires a strong commitment to advancing gender equality and eradicating gender-based violence (GBV). The officer will support the effective management of UNFPA activities, contribute to project formulation and implementation, and engage in policy advocacy and alliance building. The role is essential in ensuring that gender considerations are mainstreamed across UNFPA's priority areas, including population and development, sexual and reproductive health, youth empowerment, and humanitarian action.
Duties and Responsibilities: As the National Programme Officer, the incumbent will be responsible for a variety of tasks including: analyzing the political, social, and economic environment relevant to gender and GBV; keeping abreast of new policy developments; contributing to the design and implementation of country programs; disseminating guidelines and protocols; developing action plans; supporting resource mobilization efforts; preparing reports; providing technical support to implementing partners; mobilizing stakeholders around GBV issues; and mainstreaming gender initiatives in humanitarian programming. The officer will also be expected to perform any other duties as requested by the UNFPA Representative.
Required Qualifications: Candidates must possess an advanced degree in gender studies, law, humanitarian law, sociology, political science, or related fields. They should have at least two years of professional experience in development assistance with a focus on gender/GBV programming. Practical experience in project design, monitoring, and evaluation is essential, along with strong analytical skills and the ability to communicate effectively in both written and oral forms. Proven interpersonal skills and the ability to work in a multicultural environment are also required.
Educational Background: An advanced degree in gender studies, law, humanitarian law, anthropology, sociology, social science, political science, development studies, international studies, or other related social science disciplines is required for this position. This educational background is crucial for understanding the complexities of gender issues and the socio-political context in which UNFPA operates.
Experience: The position requires a minimum of two years of professional experience in development assistance, specifically focusing on gender and GBV programming. Candidates should have practical experience in the design, monitoring, and evaluation of development projects, as well as experience in policy dialogue and advocacy. Field or community-based experience is considered an asset, and candidates should demonstrate initiative, passion, and commitment to UNFPA's mission and values.
Languages: Fluency in English and Filipino (the national language) is mandatory, both orally and in writing. Excellent interpersonal and communication skills are essential for effectively engaging with various stakeholders and representing the organization in external relations.
