Job Posting Organization: The Water, Environment and Climate (WEC) portfolio is part of the UNOPS Global Portfolio Office, based in Vienna with global offices. Established to manage a portfolio exceeding 500 million USD over the last 15 years, WEC supports key initiatives through fund management, project implementation, and administrative support. The organization focuses on operationalizing partners' agendas with global and regional approaches, emphasizing climate action and environmental conservation. WEC collaborates with partners to scale up substantive agendas in support of multilateral environmental and climate agreements, including the Paris Agreement and the Sustainable Development Goals.
Job Overview: The Senior Technical Advisor will provide essential technical advisory and administrative support to the Principal Secretary of the Department of Environment and Climate Change in Kenya. This role is crucial for maintaining the efficiency of climate action, environment, and water and sanitation programs. The advisor will contribute to enhancing the Ministry's coordination mandate to mobilize resources for climate change action, focusing on environment, climate change, water, and sanitation. The position requires the incumbent to work closely with various stakeholders, including the NDC Partnership, to ensure effective service delivery and strategic positioning of the country in climate-related initiatives. The advisor will also be responsible for drafting technical documents, reports, and communication materials, ensuring that the Ministry's objectives are met effectively.
Duties and Responsibilities:
Provide technical support to maintain the efficiency of climate action, environment, and water and sanitation programs.
Develop technical guidance notes on priority topics such as climate change adaptation and mitigation.
Advise the Principal Secretary on national and global issues related to water pollution, sanitation, and climate risks.
Conduct research and provide technical input on policies affecting water and sanitation.
Lead the drafting of technical reports and communication materials.
Maintain records and databases of ongoing projects.
Foster positive relationships with partners and stakeholders.
Prepare and edit reports and technical documentation for various projects.
Required Qualifications: Candidates must possess a Bachelor's degree in fields such as Water & Sanitation Engineering, Environmental Science, or related disciplines. An advanced degree (Master's level or above) is preferred and can substitute for two years of required experience. Candidates should have a strong understanding of environmental policies and climate change issues, with the ability to influence policy development at various levels. Excellent analytical skills and experience managing multiple tasks are essential.
Educational Background: A Bachelor's degree in Water & Sanitation Engineering, Environmental & Biosystems Engineering, Development Studies, Environmental Science, Natural Resource Management, law" style="border-bottom: 1px dotted #007bff !important;">Environmental Law, or a related field is required. An advanced degree is highly desirable and can substitute for two years of experience.
Experience: Candidates must have at least 5 years of experience in environmental and/or water policies, particularly in climate change aspects of development programs. Experience in influencing policy development at national or sub-national levels is required. Previous experience with multi-donor funded projects and stakeholder engagement is an asset.
Languages: Proficiency in English is mandatory, while fluency in Swahili is considered an advantage.
Additional Notes: This is a home-based position requiring the incumbent to work from government offices in Kenya. The contract is for 12 months, with a maximum of 220 working days, and there is a possibility of extension based on performance and funding availability. The position is open to Kenyan nationals or those with a valid residence permit in Kenya. The incumbent must bring their own laptop equipped with necessary software to the government facilities.
