Job Overview:
The Quality Engineering Technician - Senior Assistant will play a crucial role in supporting the technical design, feasibility studies, and quality control of public works activities under the PRODUCTIVE SAFETY NET FOR SOCIOECONOMIC OPPORTUNITIES PROJECT (SNSOP). This project, funded by the World Bank, aims to alleviate poverty and unemployment, particularly among youth, by providing cash transfers and income-generating opportunities. The incumbent will work closely with the Project Management Support Officer to ensure that public works are implemented effectively and in compliance with social and environmental safeguards. The position requires a proactive approach to community engagement and project management, ensuring that the needs of the most vulnerable populations are met through targeted interventions.

Duties and Responsibilities:
The incumbent will be responsible for monitoring the implementation of public works, guiding community members in selecting cost-effective sub-projects, and ensuring that environmental and social safeguards are adhered to. They will provide guidance to community mobilization staff and contribute to the formation of a supervisory structure for public works. The role includes liaising with government officials, ensuring proper distribution and maintenance of tools, conducting training for community members, and implementing safety principles in public works activities. Additionally, the Quality Engineering Technician will assist in developing a monitoring and evaluation system for the public works program, ensuring that all activities align with project objectives and standards.

Required Qualifications:
Candidates must possess a Secondary School Certificate as a minimum requirement. A Diploma in Civil Engineering, Agricultural Engineering, or a related field is preferred, with at least two years of relevant experience. Alternatively, a Bachelor's Degree in the same fields with one year of experience may be considered. Experience in public works activities is essential, and familiarity with World Bank-funded projects is an advantage. Skills in engineering are required to effectively perform the duties of this position.

Educational Background:
The educational requirements for this position include a Secondary School Certificate, with a Diploma in Civil Engineering or Agricultural Engineering being advantageous. A Bachelor's Degree in these fields is also acceptable, particularly if accompanied by relevant work experience. This educational background ensures that the candidate has the necessary technical knowledge to support public works activities effectively.

Experience:
The position requires a minimum of five years of professional experience in public works activities for candidates with a Secondary School Certificate. Those with a Diploma should have at least two years of experience, while candidates with a Bachelor's Degree should have a minimum of one year of relevant experience. Experience in implementing projects funded by the World Bank is considered a valuable asset, as it demonstrates familiarity with international project standards and practices.

Languages:
Fluency in both oral and written English is mandatory for this position. Knowledge of local Arabic and other local languages is desirable, as it facilitates communication with community members and enhances project implementation.

Additional Notes:
This position is classified as a Local Individual Contractor Agreement - Retainer Contract, with a contract level of Local ICA Support - 5 (ICS 5). The contract duration is one year, subject to satisfactory performance and funding availability. The retainer contract is designed for intermittent services, with payment based on a unit price per day worked. Candidates should be aware that they must complete mandatory training courses before commencing work, and these courses will not be compensated. The position is open to South Sudan nationals and is part of a broader initiative to promote diversity and inclusion within the UNOPS workforce.
