Job Overview:
The position of National Consultant for Multi-Hazard Early Warning Systems Roadmap involves supporting the Government of Kiribati in designing a comprehensive national multi-hazard early warning systems (MHEWS) roadmap. This role is critical in ensuring that the early warning systems are effectively tailored to the needs of the communities most at risk from disasters. The consultant will work closely with various stakeholders, including government departments, local mayors, and non-governmental organizations, to validate the needs and gaps in the current early warning systems. The consultant will also facilitate consultations and training sessions to promote the EW4ALL initiative, ensuring that the roadmap is inclusive and addresses the specific challenges faced by different regions within Kiribati. The overall goal is to enhance the resilience of communities through improved disaster preparedness and response capabilities.

Duties and Responsibilities:
The National Consultant will undertake a variety of duties, including: 1) Collaborating with the Kiribati Climate Change and Disaster Management Departments and the Kiribati Meteorological Service to advance the design of the national MHEWS roadmap. 2) Supporting the validation of MHEWS needs and gaps through consultations with a diverse range of stakeholders, including government agencies and local leaders. 3) Assisting in the design and completion of the national MHEWS roadmap, ensuring it is comprehensive and actionable. 4) Supporting the government-designated national focal point(s) for EW4ALL in promoting the initiative across various ministries and coordination platforms. 5) Facilitating consultations and training sessions to enhance understanding and implementation of early warning systems among stakeholders. 6) Coordinating with UN agencies, international organizations, and the private sector to harmonize EWS initiatives under the EW4ALL framework.

Required Qualifications:
Candidates must possess a Bachelor's Degree in Disaster Risk Management, Social Sciences, Economics, Public Administration, or a related field. Additionally, a minimum of two years of relevant experience in early warning systems, disaster risk management, or public administration in Kiribati is required. Experience working with national and sub-national stakeholders in Kiribati is essential, along with a proven track record in drafting strategic planning documents and conducting stakeholder consultations. Desirable qualifications include familiarity with the local context and the ability to engage effectively with diverse groups.

Educational Background:
A Bachelor's Degree in a relevant field such as Disaster Risk Management, Social Sciences, Economics, or Public Administration is mandatory for this position. This educational background provides the necessary theoretical foundation and practical understanding required to navigate the complexities of disaster risk management and early warning systems.

Experience:
The position requires a minimum of two years of professional experience in areas related to early warning systems, disaster risk management, or public administration, specifically within the context of Kiribati. Candidates should have demonstrated experience working with relevant stakeholders at both national and sub-national levels, showcasing their ability to engage effectively with various groups and facilitate consultations.

Languages:
Fluency in English and Gilbertese is mandatory for this role. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of the early warning systems roadmap.
