Job Overview: The Team Leader for the Vanuatu Community-based Climate Resilience Project (VCCRP) will play a pivotal role in leading the Project Management Unit (PMU) within the Department of Climate Change. This position is crucial for ensuring that the project meets its objectives of enhancing community resilience to climate change across all six provinces of Vanuatu. The Team Leader will oversee the day-to-day management of the project, ensuring compliance with the Green Climate Fund's requirements and facilitating collaboration among various stakeholders, including government ministries, civil society, and local communities. The role demands a proactive approach to project management, with a focus on developing and implementing strategies that address immediate and long-term adaptation needs of communities. The Team Leader will also be responsible for fostering dialogue among stakeholders to promote effective climate change adaptation strategies.
Duties and Responsibilities:
Lead the Project Management Unit (PMU) in the implementation of the VCCRP, ensuring alignment with project documents and compliance with GCF requirements.
Manage day-to-day operations of the PMU, including procurement, financial management, and compliance.
Coordinate with government ministries and departments at national, provincial, and area council levels to facilitate project implementation.
Prepare and submit reports to the Director-General of the Ministry of Climate Change and Save the Children Vanuatu’s Country Director.
Engage with stakeholders to build strong relationships and ensure effective communication regarding project goals and progress.
Provide technical advice and support to project staff and stakeholders.
Identify and manage project risks, ensuring that mitigation strategies are in place.
Represent the project in meetings and forums, advocating for community needs and climate resilience initiatives.
Required Qualifications:
Proven experience in team leadership and project management, particularly in complex projects involving multiple partners.
Strong understanding of climate change adaptation strategies and community resilience initiatives.
Excellent communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
Demonstrated problem-solving skills and an innovative mindset.
High levels of emotional intelligence and behavioral flexibility, with a willingness to travel to provincial locations within Vanuatu.
Educational Background: A relevant degree in environmental science, project management, international development, or a related field is required. Advanced degrees or certifications in project management or climate change adaptation are highly desirable.
Experience: At least 10 years of experience in managing complex projects, particularly those funded by multilateral organizations. Experience working in Vanuatu and the Pacific region is essential, along with a background in leading teams and managing stakeholder relationships effectively.
Languages: Fluency in English is mandatory. Knowledge of Bislama or French is considered an asset and would be beneficial for communication with local communities and stakeholders.
