Job Posting Organization:
The South East Asia and Pacific Multi-Country Office (EAPMCO) was established in January 2023, following the merger of the Thailand Multi-Country Office and the Cambodia Multi-Country Office. EAPMCO currently operates in 24 countries across North East Asia, South East Asia, and the Pacific. The office focuses on various sectors including energy transition, digital transformations, sustainable environmental management, and health, among others. The head office in Bangkok provides strategic direction and operational support to ensure quality standards across all locations.

Job Overview:
The Project Manager will oversee the EU funded Soim Wokabout-EU Gender Based Violence Referral Pathways Programme, which aims to implement the PNG National Strategy to Prevent and Respond to Gender Based Violence 2016-202
  • The role involves managing project operations, ensuring that outputs are delivered within specified tolerances of time, cost, quality, scope, risk, and benefits. The Project Manager will create implementation plans, manage stakeholder engagement, and ensure compliance with organizational policies. The position requires frequent travel to Goroka in Eastern Highlands Province, and the Project Manager will work closely with various stakeholders including UNWOMEN and UNFPA.

Duties and Responsibilities:
  • Develop and update implementation plans, ensuring milestones are established and adhered to.
  • Manage project outputs, ensuring quality and compliance with requirements.
  • Liaise with external suppliers and manage contract performance.
  • Identify potential risks and advise on mitigation strategies.
  • Prepare and issue regular project and financial reports.
  • Establish stakeholder engagement strategies and maintain relationships with key stakeholders.
  • Ensure compliance with audit requirements and manage project financial guidelines.
  • Lead and motivate the project management team, ensuring performance reviews are conducted.
  • Foster a culture of respect and zero tolerance for discrimination and harassment.

Required Qualifications:
  • Advanced University Degree in Project Management, Architecture, Civil Engineering, or a related field.
  • A combination of a Bachelor’s Degree with an additional 2 years of relevant work experience may be accepted.
  • Minimum of five years' experience in project management, contract management, financial supervision, or related fields.
  • Experience with UN/UNOPS and EU is an advantage.
  • Experience in risk management and working in conflict areas is an asset.

Educational Background:
An Advanced University Degree in a relevant discipline is required. A Bachelor’s Degree with additional relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years' working experience in project management, contract management, financial supervision, HR processes, grants management, or procurement projects is required. Experience in the services of design and technical supervision of WASH infrastructures is preferred. Experience working with multicultural teams is also an asset.

Languages:
Full working knowledge (Fluency) of English is essential for this position.

Contract type: Local Individual Contract Agreement (LICA). Contract level: ICS 10 / LICA 1
  • Contract duration: Open-ended, subject to organizational requirements, availability of funds, and satisfactory performance. This position is open for Papua New Guinea nationals or those with a valid residence permit in the country.
