Job Overview: The Economic Affairs Officer will serve as the Chief of the Energy and Natural Resources Unit within ECLAC's Subregional Office in Mexico. This role involves overseeing economic or sector analysis, monitoring economic developments, and identifying issues of concern to the United Nations. The officer will design and conduct studies, draft reports, and develop policy recommendations. The position requires participation in international, regional, and national meetings, organizing expert group meetings, and providing substantive support to intergovernmental bodies. The officer will also be responsible for technical cooperation projects, conducting training seminars, and supporting junior staff. This role is crucial for advising national governments on economic development issues and ensuring effective communication and collaboration within the organization.
Duties and Responsibilities: The Economic Affairs Officer will be responsible for a variety of tasks, including:
Monitoring economic developments in a defined area and identifying emerging issues.
Designing and conducting studies on economic development issues and drafting reports.
Interpreting econometric modeling results to analyze economic prospects and policies.
Attending and representing the unit at international, regional, and national meetings.
Organizing expert group meetings and seminars on development issues.
Providing substantive support to intergovernmental bodies on economic issues.
Designing and monitoring technical cooperation projects and undertaking missions to member states.
Conducting training seminars and workshops for government officials. 1

Collecting and analyzing data to identify trends and provide insights for decision-making.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in economics, law, administration, mathematics, statistics, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate a strong understanding of economic theories and concepts, as well as the ability to conduct independent research and analyze data effectively.
Educational Background: An advanced university degree (Master’s or equivalent) in economics, law administration, mathematics, statistics, or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Additionally, successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable.
Experience: A minimum of seven (7) years of progressively responsible experience in economic research and analysis, policy formulation, and application of economic principles in development programs is required. Experience in leading and implementing international projects is essential. Working experience in countries served by ECLAC Subregional Headquarters in Mexico is desired, along with two (2) years or more of experience in data analytics or related areas.
Languages: Fluency in English and Spanish is required for this position, as both are working languages of ECLAC. Knowledge of French is also beneficial. Candidates will be tested on their proficiency in the required languages unless they can provide a certificate from a recognized institution to support their claims.
Additional Notes: This position is temporarily available for 12 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
