The UNOPS South East Asia and Pacific Multi-Country Office (EAPMCO) was established in January 2023, following the merger of the Thailand Multi-Country Office and the Cambodia Multi-Country Office. It supports, develops, and oversees a portfolio of projects across 24 countries in North East Asia, South East Asia, and the Pacific. The office is headquartered in Bangkok and comprises nine EAPMCOs, including EAPMCO Papua New Guinea. In 2024, UNOPS EAPMCO implemented projects worth over USD 80 million in various sectors, including energy transition, digital transformations, and health. The office aims to provide strategic direction, operational support, and quality assurance across its locations, ensuring effective service delivery and management of engagements.

Job Overview:
The Country Manager plays a crucial role in overseeing the planning, implementation, monitoring, and supervision of engagements and operations in Papua New Guinea. Reporting to the Multi Country Office Director, the Country Manager collaborates closely with the Head of Support Services and the Head of Programme. This position is responsible for ensuring timely and cost-effective services that lead to sustainable results for partners and stakeholders. The Country Manager is expected to foster a culture of trust and accountability within the Project Office, manage a diverse workforce, and develop proposals for project agreements. The role also involves monitoring safety and security" style="border-bottom: 1px dotted #007bff !important;">security measures, managing operational risks, and ensuring compliance with UNOPS policies and standards.

Duties and Responsibilities:
The Country Manager's duties include creating a culture of trust and accountability, fostering a diverse work environment, and ensuring high standards of conduct. Responsibilities also encompass project office portfolio management, including developing proposals, establishing strategies, and overseeing resource allocation. The Country Manager is tasked with alliance building, networking, and advocacy for business development, ensuring that UNOPS services are leveraged effectively. Additionally, the role involves monitoring program/project implementation, financial decision-making, and participating in inter-agency meetings to enhance coherence and effectiveness within the UN system. The Country Manager is also responsible for knowledge management and innovation, contributing to the development of best practices and capacity building for personnel and stakeholders.

Required Qualifications:
Candidates must possess an Advanced University degree (Master’s Degree or equivalent) in International Development, International Relations, Business Administration, or relevant fields, combined with ten years of relevant experience. Alternatively, a First level University degree (Bachelor’s Degree or equivalent) with twelve years of relevant experience is acceptable. Experience in international development, business development, operations, and project/programme management in a large organization is essential. Leadership experience and familiarity with fragile contexts are advantageous, as is experience in the UN system or developing countries.

Educational Background:
An Advanced University degree (Master’s Degree or equivalent) in relevant fields is required, or a First level University degree (Bachelor’s Degree or equivalent) with additional years of experience. The educational background should align with the responsibilities of managing international development projects and operations.

Experience:
A minimum of ten years of progressively responsible experience is required for candidates with an Advanced University degree, while candidates with a First level University degree must have twelve years of relevant experience. This experience should include leadership roles and managing teams, particularly in international development and project management contexts. Experience in fragile environments and partnerships with the public sector is considered an asset.

Languages:
Full working knowledge of English is essential for this position. Knowledge of another official UNOPS language is considered an asset, enhancing communication and collaboration in diverse environments.

Additional Notes:
The position is a Fixed Term Appointment (FTA) at the ICS 12 / P5 level, with an initial contract duration of one year, renewable based on performance and funding availability. Port Moresby is designated as a family duty station with hardship leave. This vacancy is exclusively open to eligible UNOPS internal candidates.
