Job Posting Organization:
The position is located within the United Nations Office on Drugs and Crime (UNODC) in the Programme Office in the Democratic Republic of São Tomé and Príncipe. The UNODC is part of the United Nations system and focuses on issues related to drugs, crime, and terrorism. Job Overview:
The Programme Coordinator will be responsible for coordinating the joint program involving UNODC, UNDP, and OHCHR on Justice and Security Sector in São Tomé and Príncipe. This role requires the incumbent to work closely with the UN Resident Coordinator and various national authorities to ensure effective implementation of the program. The Programme Coordinator will provide expert advice on matters related to justice and security institutions, focusing on areas that may contribute to conflict or instability. The position demands a strong understanding of the governance of justice and security sectors, and the ability to analyze and interpret data to support decision-making. The incumbent will also be responsible for fostering partnerships between UN agencies, government institutions, and civil society to promote justice and security reform.

Duties and Responsibilities:
The Programme Coordinator will have a wide range of responsibilities, including acting as the Head of the Programme Office, coordinating project components, providing policy advice, conducting analyses of national authorities' capacities, promoting partnerships, ensuring high-level coordination, reporting to the Steering Committee, representing UNODC in São Tomé, organizing Steering Committee meetings, monitoring project implementation, identifying areas for program growth, developing resource mobilization strategies, leading advocacy efforts, ensuring gender considerations are integrated into all activities, and performing other duties as required by the supervisor.

Required Qualifications:
Candidates must possess a strong understanding of justice and security reform theories and concepts, excellent research and analytical skills, and the ability to lead and coordinate resource mobilization efforts. Knowledge of UN policies and procedures is essential, as well as the ability to identify and solve problems effectively. Candidates should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a team environment. The role requires a commitment to gender equality and respect for diversity in the workplace.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, political or social sciences, public or business administration, economics, international relations, or a related field is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible professional work experience in project or programme management related to access to justice and judicial reform in an international context is required. Candidates should have practical experience in providing expert and policy advice to senior government representatives in the area of justice. Experience working with counterparts in Small Island Developing States (SIDS) and within the United Nations system or similar international organizations is desirable. Familiarity with data analytics or related areas is also advantageous.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Fluency in French and Portuguese is desirable, and knowledge of another United Nations official language is considered an advantage.
