The UN Resident Coordinator Offices (UN RCO) play a crucial role in supporting countries to meet their development priorities and the SDGs, led by an independent UN Resident Coordinator who is the highest-ranking UN official at the country level. The UN operates in numerous countries worldwide, employing thousands of staff members dedicated to various missions and initiatives.

Job Overview:
The Partnerships Officer is responsible for establishing and maintaining strategic partnerships that support the UN's mission in achieving the Sustainable Development Goals (SDGs). This role involves collaborating with various stakeholders, including UN agencies, government officials, civil society, and the private sector, to mobilize resources and enhance the effectiveness of development initiatives. The Partnerships Officer will guide the development and implementation of the UN Partnership Strategy, ensuring alignment with the UN Sustainable Development Cooperation Framework. The position requires a proactive approach to resource mobilization, particularly in a middle-income country context, and familiarity with innovative financing mechanisms. The officer will also be involved in knowledge management and capacity development activities to strengthen partnerships and resource mobilization efforts at the country level.

Duties and Responsibilities:
  • Provide substantive support for strategic planning and coordination of UNCT strategic partnerships for SDG achievement, including guidance on the UN Partnership Strategy and coordination of working groups.
  • Conduct liaison and coordination with UN entities and external stakeholders to package and define value propositions for local partnerships.
  • Advise the Resident Coordinator and UNCT on risks and opportunities related to partnerships, and provide analysis on due diligence processes.
  • Develop and implement resource mobilization strategies and initiatives, monitoring and enhancing existing partnerships with traditional and non-traditional donors.
  • Plan and facilitate joint programmes and programming processes for resource mobilization.
  • Conduct knowledge management activities, promoting collaboration and sharing best practices among UNCT members.
  • Collect and analyze data to identify trends and provide insights for decision-making.
  • Perform other related duties as assigned.

Required Qualifications:
Candidates must possess a strong understanding of sustainable development theories and concepts, with the ability to conduct independent research and analysis. They should demonstrate professionalism, efficiency, and a commitment to gender equality in all areas of work. The role requires excellent planning and organizational skills, as well as the ability to work collaboratively in a team environment. Leadership qualities are essential, as the Partnerships Officer will serve as a role model and empower others to achieve objectives. The ability to communicate effectively and build relationships with a diverse range of stakeholders is crucial.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance is required. Candidates should have experience in developing and implementing partnership and resource mobilization strategies, with a focus on financing for the SDGs. Experience in data analytics or related areas is desirable, particularly for candidates with two or more years of relevant experience.

Languages:
Fluency in both English and French is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.

This is a fixed-term limited position, initially for one year, with the possibility of extension subject to availability of funds and budgetary approval. The position is located in the United Nations Resident Coordination Office in Brazzaville, Republic of Congo.
