Job Overview:
The Team Leader Consultant will oversee the evaluation of the UNSDCF 2022-2026, which is a mandatory, independent process assessing the framework's contributions to Eritrea's national development priorities and the SDGs. The evaluation will focus on the effectiveness, efficiency, coherence, relevance, and sustainability of the UNSDCF's implementation. The consultant will ensure adherence to the United Nations Evaluation Group (UNEG) Norms and Standards for Evaluation and will engage stakeholders to provide evidence-based insights into the UN's contributions. This role is crucial for informing future programming and enhancing accountability within the UN system.

Duties and Responsibilities:
The Team Leader will provide overall leadership and guidance to the evaluation team, which includes two Thematic Experts. Responsibilities include developing and implementing the evaluation's methodological design, coordinating the drafting of the inception report, draft report, and final report, and ensuring adherence to principles of gender equality, human rights, and inclusion. The Team Leader will also act as the primary point of contact for the Evaluation Manager and the Evaluation Steering Committee, manage data collection and analysis, and ensure a transparent and inclusive evaluation process.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in development studies, economics, international relations, or a related field, with a PhD considered an asset. They should have at least 5 years of substantial professional experience in results-based management and evaluation procedures, along with experience in data collection and analysis. A minimum of 10 years of professional experience in conducting program evaluations with international organizations is required, along with a good understanding of the context of Eritrea and knowledge of the 2030 Agenda and the SDGs.

Educational Background:
An advanced university degree (Master's or equivalent) in relevant fields such as development studies, economics, or international relations is required. A PhD is considered an asset, indicating a higher level of expertise and research capability in the field.

Experience:
Candidates should have a minimum of 10 years of professional experience in program evaluation or review, particularly with international organizations. This experience should include substantial application of results-based management and evaluation procedures, as well as familiarity with the UN system and programming processes. Regional experience and knowledge of the socio-economic context of Eritrea are essential.

Languages:
Fluency in spoken and written English is mandatory, along with excellent report writing and communication skills. Proficiency in additional languages may be beneficial but is not specified as a requirement.

Additional Notes:
The position is expected to last for 5 months, and the evaluation will involve collaboration with various stakeholders, including the Government of Eritrea and UN agencies.
