Job Overview: The primary function of the International UNSDCF Evaluation Consultant is to conduct a comprehensive final evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) covering the period from January 2022 to April 202
This evaluation is crucial as it occurs within the context of Yemen's severe and complex crisis, where the UN is actively working to support recovery and resilience while advancing the SDGs. The consultant will be responsible for producing a Final Evaluation Report that provides evidence-based findings, conclusions, and actionable recommendations. This report will not only inform learning and improvements for the next UNSDCF cycle but also strengthen accountability to the Government of Yemen, donors, and other stakeholders regarding the collective results achieved during the current framework. The consultant will design and implement a conflict-sensitive, mixed-methods evaluation methodology that adheres to UNEG standards, involving extensive desk reviews, stakeholder interviews, data analysis, and assessments against various evaluation criteria.
Duties and Responsibilities: The consultant will undertake a variety of responsibilities, including: developing and finalizing a robust, conflict-sensitive evaluation methodology; conducting a comprehensive desk review of relevant documents; leading data collection through mixed methods, including interviews and focus groups; analyzing the UNSDCF's Theory of Change; assessing the UNSDCF's performance against evaluation criteria such as relevance, effectiveness, and efficiency; ensuring the integration of UN programming principles throughout the evaluation; and producing high-quality deliverables, including an inception report, preliminary findings presentation, and draft and final evaluation reports. Collaboration with the Evaluation Manager, Evaluation Steering Committee, UNCT, government counterparts, and other stakeholders is also a key responsibility.
Required Qualifications: Candidates must possess a Master’s degree in political science, public administration, development studies, law, human rights, social science, or a related field. A PhD is desirable. Additionally, candidates must have a minimum of ten years of experience in designing and leading evaluations of UNDAF/CF or UN agency Country Programmes, or major bilateral donor Country Programmes. Extensive experience in applying qualitative and quantitative evaluation methods, as well as familiarity with UNEG Norms and Standards and Ethical Guidelines, is required. Candidates should also have extensive experience in UN programming principles, including LNOB, human rights, gender equality, disability inclusion, and environmental sustainability.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as political science, public administration, development studies, law, human rights, or social science. A PhD is considered an asset. All candidates must submit a copy of their educational degree, as incomplete applications will not be reviewed.
Experience: The position requires a minimum of ten years of experience in designing and leading evaluations of UNDAF/CF or UN agency Country Programmes, or major bilateral donor Country Programmes. Candidates should have extensive experience in qualitative and quantitative evaluation methods and familiarity with UNEG Norms and Standards and Ethical Guidelines. Previous experience working in Arab States is desirable, indicating a need for contextual understanding of the region's challenges.
Languages: Fluency in English is mandatory for this position, as it is one of the working languages of the United Nations Secretariat. Fluency in Arabic is desirable, as it would enhance communication and understanding within the local context. The term 'fluency' refers to a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is another working language of the UN.
