Job Overview: The National UNSDCF Evaluation Consultant will conduct the final evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) covering the period from January 2022 to April 202
This evaluation is crucial as it takes place within Yemen's severe and complex crisis context, where the UN is actively working across the humanitarian-development-peace nexus to support recovery, resilience, and the achievement of the SDGs. The consultant will be responsible for producing a comprehensive Final Evaluation Report that provides evidence-based findings, conclusions, and actionable recommendations. This report will serve to inform learning and improvements for the next UNSDCF cycle and strengthen accountability to various stakeholders, including the Government of Yemen and donors. The evaluation team will design and implement a conflict-sensitive, mixed-methods evaluation methodology that adheres to UNEG standards, which includes extensive desk reviews, stakeholder interviews, data analysis, and assessing the UNSDCF against various evaluation criteria.
Duties and Responsibilities: The consultant will develop and finalize a robust, conflict-sensitive evaluation methodology, including an inception report, evaluation matrix, and data collection tools that adhere to UNEG Norms, Standards, and Ethical Guidelines. Responsibilities include conducting a comprehensive desk review of relevant documents such as the UNSDCF, reports, and Common Country Analysis (CCA). The consultant will lead and carry out data collection through mixed methods, including interviews, focus groups, and secondary data analysis, with National Consultants leading in-country data collection. The consultant will analyze the UNSDCF's Theory of Change and assess its performance against evaluation criteria such as Relevance, Adaptability, Coherence, Effectiveness, Efficiency, Coordination, Impact Orientation, and Sustainability. Additionally, the consultant will assess the UNSDCF's contribution to national priorities and the SDGs, ensuring the integration of UN programming principles throughout the evaluation. High-quality deliverables will include an Inception Report, Preliminary Findings presentation, Draft and Final Evaluation Reports, which will contain clear findings, conclusions, and actionable recommendations. Collaboration with the Evaluation Manager, Evaluation Steering Committee, UNCT, government counterparts, and other stakeholders is essential.
Required Qualifications: Candidates must possess a Master’s degree in political science, public administration, development studies, law, human rights, social science, or a relevant field. A PhD is desirable. All candidates are required to submit a copy of their educational degree, as incomplete applications will not be reviewed. A minimum of five years of experience in designing and leading evaluations of UNDAF/CF or UN agency Country Programmes, or major bilateral donor Country Programmes is required. Extensive experience in UN programming principles, including leaving no one behind (LNOB), human rights, gender equality and women's empowerment, disability inclusion, environmental sustainability and resilience, and accountability is also required. Strong data collection and analysis skills, as well as strong written and verbal communication skills in English, are essential. Excellent report writing and organizational skills are required, along with in-depth knowledge and a strong research record of the country's socio-economic development and environmental context. Prior experience working with multilateral agencies is also required.
