Job Posting Organization:
The United Nations Development System was repositioned on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in supporting countries to meet their development priorities under the leadership of an empowered UN Resident Coordinator, who is the highest-ranking official of the UN Development System at the country level. The organization aims to foster partnerships and collaboration among various stakeholders to ensure the successful implementation of development initiatives.

Job Overview:
The Communication and Advocacy Officer is responsible for establishing and maintaining relationships with various stakeholders, including management, other communications specialists, and external partners such as government officials and civil society representatives. The role involves developing and implementing communication strategies that raise awareness and drive engagement with target audiences. The officer will also be involved in crisis communications, media relations, and digital campaigns, ensuring that the UN's messaging is clear and impactful. This position requires a proactive approach to building partnerships and mobilizing resources to support the UN's objectives in Cabo Verde.

Duties and Responsibilities:
The incumbent will perform a wide range of duties, including but not limited to: developing and implementing communication strategies; monitoring traditional and digital media; coordinating crisis communications; drafting key messages; creating engaging content for websites and social media; analyzing and reporting on communication outcomes; preparing communication plans; organizing meetings and events; developing media relations strategies; and evaluating campaign performance. The role also involves collaborating with internal and external stakeholders to advance UN priorities and support outreach and advocacy activities.

Required Qualifications:
Candidates must demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a team environment. They should have a strong results orientation, adaptability to changing priorities, and a commitment to inclusivity and gender equality in communication efforts. The ideal candidate will possess a deep understanding of strategic communications principles and practices, as well as the ability to analyze data to inform decision-making.

Educational Background:
An advanced university degree (Master's degree or equivalent) in communication, journalism, international relations, digital communications, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics or related fields is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in strategic communications is required. Candidates should have demonstrated skills in developing and implementing communication strategies, managing social media campaigns, and communicating complex information to diverse audiences. Experience in data analytics or related areas is desirable, as is the ability to create compelling content for digital platforms.

Languages:
Fluency in oral and written English and Portuguese is required for this position. Knowledge of another official United Nations language is an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.

Additional Notes:
This is a fixed-term limited position for an initial period of one year, with the possibility of extension subject to funding availability. The position is open to nationals of Cabo Verde only, and candidates residing outside the country may be considered if no suitable local candidates are identified.
