Job Overview:
The Partnerships Officer position is located within the United Nations Resident Coordination Office (RCO) in La Paz, Bolivia. The incumbent will report to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. This role is pivotal in providing substantive support for strategic planning and coordination of UN Country Team (UNCT) strategic partnerships aimed at achieving the Sustainable Development Goals (SDGs). The officer will guide the development and implementation of the UN Partnership Strategy, ensuring alignment with the UN Sustainable Development Cooperation Framework. The position involves liaising with various UN entities and external stakeholders to foster partnerships that engage a diverse range of actors, including the private sector and civil society. The officer will also be responsible for advising on risk management related to partnerships and conducting due diligence on potential investment opportunities. Additionally, the role includes resource mobilization for the UN Sustainable Development Cooperation Framework and supporting pooled funds, thereby enhancing the UN's capacity to achieve its development goals.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance in the context of development cooperation. Experience in developing and implementing partnership and resource mobilization strategies is essential, as well as experience in supporting financing of SDGs. Desirable qualifications include experience in analyzing and drafting reports, and two or more years of experience in data analytics or related areas.
Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience:
The position requires a minimum of seven years of progressively responsible experience in relevant fields such as partnerships, project/programme management, resource mobilization, or development finance. Candidates should have a proven track record in developing and implementing strategies for partnerships and resource mobilization, as well as experience in financing for the SDGs. Experience in data analytics is also desirable, particularly in relation to the role's responsibilities.
Languages:
Fluency in both English and Spanish is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge of a language is rated as 'confident' in two of the four areas.

- Coordinating UNCT working groups for effective implementation and monitoring of the strategy, and conducting liaison with UN entities at various levels.
- Advising the Resident Coordinator and UNCT on risks and opportunities related to partnerships, and providing analysis on due diligence processes.
- Developing and implementing resource mobilization strategies for the Cooperation Framework, monitoring existing partnerships, and facilitating joint programming processes.
- Collaborating with finance experts to promote partnerships that support financing for SDGs, and preparing briefing papers on partnership issues.
- Conducting knowledge management and capacity development activities related to partnerships and resource mobilization, including research and analysis of best practices.
- Collecting and analyzing data to identify trends and provide insights for decision-making.
- Performing other related duties as assigned.
