Job Overview:
The Partnerships Officer position is a fixed-term role located in the UN Resident Coordination Office in Phnom Penh, Cambodia. The incumbent will report to the Senior Development Coordination Officer and will be responsible for providing substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships aimed at achieving the SDGs. This role involves liaising with various UN entities, developing and implementing partnership strategies, and advising on financing mechanisms to support the UN Sustainable Development Cooperation Framework. The officer will also engage with private sector partners and other stakeholders to enhance resource mobilization and financing for development initiatives.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a strong understanding of sustainable development theories and concepts, with the ability to conduct independent research and analysis. They should demonstrate professionalism, planning and organizing skills, teamwork, and leadership capabilities. The role requires a commitment to gender perspectives and the equal participation of women and men in all areas of work.
Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.
Experience:
A minimum of seven years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance is required. Candidates should have experience in developing and implementing partnership and resource mobilization strategies, as well as financing strategies for SDGs. Experience working with the private sector and designing partnership strategies is also required. Desirable experience includes two or more years in data analytics or related areas.
Languages:
Fluency in oral and written English is required, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official UN language is desirable, with fluency defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding).

This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. - Guide and coordinate UNCT working groups for effective implementation and monitoring of partnership strategies.
- Advise the Resident Coordinator and UNCT on risks and opportunities related to partnerships, and provide analysis on due diligence processes.
- Develop and implement financing strategies for the Cooperation Framework, monitoring existing financing mechanisms and resource mobilization partnerships.
- Coordinate the establishment and management of pooled funds or country-based SDG Funds.
- Promote partnerships initiatives to accelerate SDG financing, coordinating engagements with private sector and financial institutions.
- Conduct knowledge management and capacity development activities related to partnerships and resource mobilization.
- Collect and analyze data to identify trends and provide insights for decision-making. 1
