Job Overview:
The Data Specialist position is integral to the UN Resident Coordination Office (RCO) in Kuwait, focusing on the management and implementation of data systems and analytics to support the organization's strategic objectives. The role involves establishing and maintaining relationships with various stakeholders, including data engineers, scientists, and subject matter experts, to optimize data collection and analysis processes. The Data Specialist will lead projects aimed at enhancing statistical efficiency and quality, ensuring that data-driven insights inform decision-making and organizational strategies. This position requires a proactive approach to identifying trends and patterns in data, translating organizational needs into actionable analytics, and fostering collaboration across different UN agencies and external partners.

Duties and Responsibilities:
The incumbent will be responsible for managing the development and implementation of databases and data collection systems, leading the identification and analysis of trends using statistical methods, and conducting comprehensive data lifecycle analysis. Responsibilities include translating data requirements into prototype solutions, overseeing data visualization strategies, and ensuring the technical excellence of data analytics projects. The Data Specialist will also manage outreach and communication materials, collaborate with colleagues to identify data needs, and communicate findings to non-technical stakeholders. Additionally, the role involves evaluating data outputs for alignment with organizational goals, building staff capacity through training, and managing team activities and resources effectively.

Required Qualifications:
Candidates must possess a strong foundation in data manipulation and analysis, with demonstrated skills in relational databases (SQL) and programming languages such as Python and R. Project management skills are desirable, along with the ability to translate business requirements into technical solutions. Familiarity with version control tools like Git and quality assurance processes for data analysis outputs is also required. The role demands a high level of professionalism, leadership, and teamwork, with a commitment to gender balance and diversity in the workplace.

Educational Background:
An advanced university degree (Master's or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or related quantitative disciplines is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics or business analytics is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in data analysis and manipulation is required. Candidates should demonstrate knowledge of foundational concepts in data analysis, including statistical methods and data structures. Experience in data analytics or related areas for two or more years is desirable, along with proven project management capabilities and the ability to deliver technical solutions that meet business needs.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as French, is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.
