Job Overview: The Monitoring, Evaluation and Learning (MEL) Coordinator plays a crucial role in establishing and implementing systems that promote evidence-based decision-making and enhance program and project performance. This position is vital for ensuring that the organization can effectively measure the impact of its programs and make informed adjustments based on data. The MEL Coordinator will support in-country staff by providing technical assistance related to MEL and will focus on building the capacity of the country mission. This includes identifying and implementing effective, cost-efficient, and meaningful MEL systems that align with the organization's goals. The role requires collaboration with program staff to ensure that MEL practices are integrated into all aspects of program planning and execution, thereby contributing to quality programming and organizational learning.
Duties and Responsibilities: The MEL Coordinator will have a comprehensive set of responsibilities, including but not limited to: supporting program staff in planning and executing MEL activities, which encompasses data collection methodologies, tools, and data management; contributing to the design of MEL staffing structures and resource allocation; implementing and disseminating evaluations, assessments, and monitoring data to inform program development; participating in program design discussions, including the development of theories of change and log frames; supporting organizational learning through analysis and reporting of lessons learned; developing and implementing MEL systems, including standard operating procedures (SOPs) and guidance; providing capacity building and training for program and MEL support staff; supervising and mentoring MEL support staff in executing MEL plans; and ensuring adherence to NRC policies and procedures.
Required Qualifications: Candidates must possess at least 5 years of experience working in an international NGO, preferably in emergency or post-conflict settings, with a focus on MEL capacity and systems development. A thorough understanding of monitoring, evaluation, and learning principles and current approaches in relief and development programs is essential, including both quantitative and qualitative methods. Candidates should have experience in facilitating capacity-building efforts for diverse colleagues and local partner agencies, as well as the ability to transfer knowledge through training and mentoring. Strong analytical and computer skills, including proficiency in MS Office applications, are required. Familiarity with tools such as DHIS2, Power BI, NRC Collect (KOBO), and Google Forms is also beneficial. Good communication, interpersonal skills, and cultural awareness are essential for this role.
Educational Background: A relevant educational background is required for this position, typically including a degree in social sciences, international development, or a related field. Advanced degrees or specialized training in monitoring and evaluation methodologies may be advantageous.
Experience: The position requires a minimum of 5 years of relevant experience in monitoring, evaluation, and learning within an international NGO context, particularly in emergency or post-conflict environments. Candidates should demonstrate a strong track record of developing MEL systems and capacity building in diverse settings.
Languages: High proficiency in English is mandatory, encompassing speaking, reading, and writing skills. Knowledge of local languages in the geographical area of responsibility is desirable but not essential.
Additional Notes: This position is a fixed-term national contract based in Sittwe, Rakhine State, with an expected travel requirement of 30%. The role involves supervising a team, including the MEL Team Leader, MEL Officers, and MEL technical assistants. The organization emphasizes a zero-tolerance policy towards exploitation, abuse, and harassment, ensuring a safe environment for all employees.
