The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization that has been operational for 75 years, dedicated to creating safer and more dignified lives for refugees and internally displaced persons. NRC advocates for the rights of displaced populations and provides assistance in various sectors including shelter, education, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, livelihoods, legal assistance, and water, sanitation, and hygiene. With approximately 6000 employees, NRC operates in multiple countries across four continents and manages the world's largest standby roster, NORCAP, which consists of 650 professionals ready for deployment within 72 hours during crises. NRC began its operations in Iran in 2012 and currently provides humanitarian assistance in 10 provinces, focusing on education, food security, livelihoods, WASH, shelter construction, and legal assistance. The organization also engages in advocacy efforts to improve the rights of displaced individuals in Iran, particularly in response to the needs of the 3.6 million Afghans residing in the country.

Job Overview:
The Shelter and WASH Project Manager will be responsible for overseeing the implementation of shelter and WASH projects in the Area South of Iran. This role involves line management of project staff, adherence to NRC policies, and the development of strategies for shelter and WASH initiatives. The manager will coordinate project implementation, ensuring compliance with donor requirements and high technical quality. Regular progress reports will be provided to the Area Manager and Shelter and WASH Specialist. The position requires a proactive approach to identifying and addressing the needs of beneficiaries, managing project budgets, and building the capacity of staff. The role also involves collaboration with local authorities and stakeholders to promote the rights of internally displaced persons (IDPs) and returnees, ensuring that protection needs are reported and addressed effectively.

Duties and Responsibilities:
The duties and responsibilities of the Shelter and WASH Project Manager include:
  • Line management of Shelter and WASH project staff, ensuring effective staffing and team structure.
  • Development and implementation of Area Shelter and WASH strategies, including project initiation and management.
  • Coordination of project activities, budget management, and documentation in line with proposals and donor requirements.
  • Ensuring high technical quality of projects and providing regular progress reports.
  • Capacity building of Shelter and WASH staff through training and performance management.
  • Participation in project cycle management meetings and development of work-plans, spending-plans, and monitoring and evaluation plans.
  • Conducting context and needs analysis for program development and expansion.
  • Monitoring and evaluation of project activities, ensuring compliance with NRC's strategies and guidelines.
  • External coordination with local authorities and stakeholders, representing NRC's interests in Shelter and WASH activities. 1
  • Any other relevant tasks as assigned by the line manager.

Required Qualifications:
The position requires the following qualifications:
  • A minimum of 5 years of experience in a senior-level project implementation role, preferably in a humanitarian context.
  • Technical expertise in Shelter and WASH sectors.
  • Proven track record of successful project management and implementation.
  • Strong leadership skills and the ability to manage resources effectively.
  • Excellent communication and reporting skills.
  • Knowledge of relevant Iranian regulations and standards in the construction and humanitarian sectors.
  • Fluency in English, both written and verbal, is mandatory.

Educational Background:
Candidates must possess a university degree in Civil Engineering, Architecture, Water and Sanitation Engineering, Project Management, or a related field. Certification from the Iranian Construction Engineering Organization (CEO) is also required, demonstrating the candidate's qualifications in the construction and engineering sectors relevant to the role.

Experience:
Candidates should have substantial experience in project implementation within humanitarian or recovery contexts. Direct experience responding to natural disasters is considered an asset, as is familiarity with SPHERE standards and other relevant guidelines in the humanitarian sector. The role requires excellent time management skills to meet tight deadlines and the ability to work effectively in complex and challenging environments.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages, particularly those relevant to the local context in Iran, would be considered advantageous but is not explicitly required.

Additional Notes:
This position is classified as a national role, and only NRC internal candidates will be considered for longlisting. The contract will initially be for a 3-month probation period, with the possibility of extension based on performance. The salary will be determined according to NRC's grade structure, with this position falling under grade 7 of the organizational grading system. The duty station is in Kerman, Iran, with approximately 80% of the time spent on field visits to various provinces where NRC operates, including Hormozgan, Sistan & Balouchestan, and Yazd.
