Job Overview:
The Representative position at UNFPA in Sana'a, Yemen, is a leadership role responsible for guiding the country office team in the design and implementation of a comprehensive population and development program. This role involves strategic planning and management, ensuring that the country program aligns with UNFPA's global and regional priorities. The Representative will engage with various stakeholders, including government entities, civil society, and international organizations, to advocate for the integration of sexual and reproductive health issues into national development agendas. The position requires a visionary leader who can navigate complex political environments and foster multi-stakeholder partnerships to achieve sustainable results for the most vulnerable populations in Yemen.

Duties and Responsibilities:
  • Lead the strategic direction and management of UNFPA's country program, ensuring alignment with global and regional policies.
  • Build and maintain institutional relationships with government counterparts, civil society, and the private sector to galvanize support for UNFPA's mandate.
  • Promote UNFPA's role in the national development agenda and adapt to the changing aid environment.
  • Establish priorities for the Country Office in line with UNFPA's corporate priorities.
  • Oversee the development of a strategic plan for humanitarian and preparedness actions in the country.
  • Manage international and national staff, providing direction and motivation while fostering a culture of growth and accountability.
  • Drive resource mobilization efforts, including donor relations and effective fund management.
  • Represent UNFPA in inter-agency discussions and advocate for the integration of population and development issues in humanitarian and development agendas.
  • Ensure compliance with UNFPA policies and procedures through effective financial and monitoring processes. 1
  • Carry out any other duties as assigned by the Regional Director.

Required Qualifications:
  • Advanced university degree (Masters level or equivalent) in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or a related field.
  • A minimum of 15 years of progressively responsible professional experience in public administration and international development, with at least 8 years in population and development, sexual and reproductive health, or humanitarian contexts.
  • Proven ability to lead teams and achieve high-quality results.
  • Experience in advocacy and policy dialogue at national and international levels.
  • Strong communication skills and experience in media relations.
  • Field experience in developing, humanitarian, or crisis contexts is essential.

Educational Background:
Candidates must possess an advanced university degree (Masters level or equivalent) in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related disciplines. This educational background is crucial for understanding the complexities of population and development issues, as well as the intricacies of sexual and reproductive health rights.

Experience:
The position requires a minimum of 15 years of increasingly responsible professional experience in public administration and international development. At least 8 years of this experience should be specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Candidates should have a proven track record of leading teams to achieve demonstrable results and should possess current knowledge of population and development issues and their relevance to the humanitarian agenda.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the UN system. Proficiency in Arabic is considered a strong advantage, given the context of the position in Yemen, where Arabic is the official language and is essential for effective communication with local stakeholders and communities.
