The job is located within the United Nations Analysis and Outreach Hub on Children and Armed Conflict in Doha, Qatar. This Hub represents the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG-CAAC). The OSRSG-CAAC was established to address the issues surrounding children affected by armed conflict, guided by General Assembly Resolution 51/77 and subsequent resolutions. The organization aims to advocate for the protection of children in conflict situations and to promote their rights and well-being. The Hub operates with a mission to ensure that the needs and rights of children are prioritized in peace processes and post-conflict reconstruction efforts. Job Overview:
The Programme Management Officer will play a crucial role in the development, implementation, and evaluation of projects related to children and armed conflict. The incumbent will work under the direct supervision of the Head of the Analysis and Outreach Hub, contributing to the strategic objectives of the Hub. This position requires a proactive approach to project management, including monitoring and analyzing project progress, identifying challenges, and proposing solutions. The officer will also be responsible for preparing various written outputs, such as background papers, project proposals, and reports, which are essential for informing stakeholders and guiding decision-making processes. Additionally, the role involves conducting consultations with various stakeholders, including UN agencies, NGOs, and academic institutions, to foster collaboration and ensure that the Hub's initiatives are aligned with broader objectives. The Programme Management Officer will also engage in outreach activities, including training workshops and seminars, to raise awareness and promote best practices in child protection.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer include:
  • Participating in the development, implementation, and evaluation of assigned projects, monitoring project development and implementation, and proposing corrective actions as necessary.
  • Preparing various written outputs, including draft background papers, concept notes, project proposals, analysis, speeches, and sections of reports.
  • Conducting consulting assignments, facilitating workshops, and assisting clients in developing action plans.
  • Acting as a deputy to the Head of the Hub, leading meetings, and representing the Hub at events and conferences.
  • Researching, analyzing, and presenting information from diverse sources to support policy development and decision-making.
  • Liaising with stakeholders to facilitate consultations and collaboration on child protection initiatives.
  • Providing substantive support to meetings and conferences, including proposing agenda topics and preparing documents.
  • Undertaking outreach activities and conducting training workshops to promote awareness of child protection issues.
  • Participating in or leading field missions, providing guidance to external consultants and drafting mission summaries. 1
  • Coordinating budget-related activities, preparing financial documents, and ensuring compliance with funding requirements. 1
  • Performing other duties as required to support the Hub's objectives.

Required Qualifications:
The position requires a strong set of qualifications, including:
  • Knowledge and understanding of theories, concepts, and approaches relevant to the Children and Armed Conflict agenda.
  • Ability to identify and analyze issues, participate in problem resolution, and conduct data collection using various methods.
  • Strong conceptual, analytical, and evaluative skills for independent research and analysis.
  • Excellent judgment in planning work and managing conflicting priorities.
  • Professional competence and mastery of subject matter, with a commitment to meeting deadlines and achieving results.
  • Ability to incorporate gender perspectives and ensure equal participation of women and men in all areas of work.
  • Collaborative teamwork skills, valuing others' ideas and expertise, and supporting group decisions.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in international relations, political science, social sciences, business administration, management, economics, or a related field. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Additionally, candidates must have at least three years of experience in data visualization and data management. Experience in liaising with donors and managing project evaluations is also necessary. Familiarity with the Middle East or North Africa region is required, along with experience working with regional organizations such as the League of Arab States and the Cooperation Council for Arab States of the Gulf. Experience in child protection matters and working within governmental or intergovernmental bodies, such as the United Nations security" style="border-bottom: 1px dotted #007bff !important;">Security Council and General Assembly, is desirable. Experience in the education sector is also considered an asset.

Languages:
Fluency in English and Arabic is required for this position, as English and French are the working languages of the United Nations Secretariat. Proficiency in French is considered an advantage, but not mandatory.

The appointment for this position is for an initial period of one year and is financed by extra-budgetary funding. The renewal of the appointment is subject to the availability of the post or funds, budgetary approval, or extension of the mandate.
