Job Overview:
The position of Consultor/a is aimed at strengthening statistical capacity in Chile to measure Illicit Financial Flows (IFF) in accordance with methodologies agreed upon by the United Nations Statistical Commission. The consultant will be responsible for delivering an inventory of relevant international trade information sources for measuring IFF, developing a report with experimental calculations of IFF following UNCTAD's methodological guidelines, and preparing follow-up reports on data collection related to exports and imports and their impact on measuring IFF. This role is crucial in addressing the gaps revealed by the COVID-19 pandemic, which has highlighted the need for improved internal resource generation for economic, social, and environmental investments.

Duties and Responsibilities:
The consultant will contribute to the activities of the Statistics Division within the framework of the Development Account project aimed at measuring and curbing Illicit Financial Flows. Key responsibilities include coordinating the development of an inventory of information sources relevant to measuring IFF in international trade, monitoring the collection of information on exports and imports, ensuring comprehensive coverage in terms of quantity and value, and collaborating in the processing and evaluation of experimental calculations of potential IFF in international trade. The consultant will work towards enhancing the capabilities of local authorities to measure IFF through inter-institutional collaboration and increased awareness for policy formulation, ensuring sustainable measurement of IFF through national working groups, and improving visibility of IFF in national policy and development agendas.

Required Qualifications:
Candidates must possess a university degree in economics, finance, international trade, or statistics. A minimum of two years of experience in statistical analysis and management of economic and financial data, with a focus on financial flows, is required. Experience in applying statistical methodologies and international standards in economic sectors is desirable, ensuring accuracy in measuring indicators. Additionally, experience in collecting, evaluating, and analyzing economic and trade databases, with a focus on report preparation, is preferred.

Educational Background:
A university degree in a relevant field such as economics, finance, international trade, or statistics is mandatory for this position. This educational background is essential for understanding the complexities of financial flows and the methodologies used in statistical analysis.

Experience:
The position requires at least two years of professional experience in statistical analysis and economic data management, particularly related to financial flows. Candidates should have a proven track record of working with statistical methodologies and international standards, as well as experience in data collection and analysis.

Languages:
Advanced proficiency in Spanish is required for this position, as the consultant will be working in a Spanish-speaking environment and will need to communicate effectively with local authorities and stakeholders.
