Job Overview:
The ICLA Database Officer plays a crucial role in managing and analyzing data for the Information, Counselling and Legal Assistance (ICLA) programme in Ukraine. This position is integral to ensuring that the programme effectively delivers legal aid to internally displaced and conflict-affected persons. The officer will be responsible for overseeing the ICLA database, ensuring data integrity, and producing reports that inform both internal stakeholders and external partners. The role requires a strong understanding of data management principles, as well as the ability to work collaboratively with various teams to enhance the programme's impact. The ICLA Database Officer will also support the transition to the NRC Kobli legal case management module, which is essential for streamlining legal aid processes and improving service delivery.

Duties and Responsibilities:
The ICLA Database Officer will have a comprehensive set of responsibilities that include:
  • Performing day-to-day maintenance of the ICLA database to ensure its functionality and reliability.
  • Supervising data entry and data cleaning processes to maintain high data quality standards.
  • Supporting project participant allocations in coordination with the ICLA Project Manager to ensure effective resource management.
  • Producing internal data reports at both the area and country office levels, including global output reporting and donor reports.
  • Supporting data collection and processing exercises to gather relevant information for programme evaluation.
  • Collaborating with the ICLA Project Manager to review and integrate data provided by implementing partners.
  • Contributing to outcome monitoring activities by providing accurate ICLA data.
  • Supporting the rollout of the Kobli legal case management module in coordination with relevant teams.
  • Providing technical guidance and training to ICLA field teams and partners to enhance their data management capabilities. 1
  • Promoting data quality control measures to ensure the reliability of information. 1
  • Ensuring regular database backups and proper data archiving practices. 1
  • Collaborating closely with ICLA and Monitoring, Evaluation, and Learning (MEL) teams at both area and country office levels. 1
  • Performing other data management tasks as requested by the line manager.

Required Qualifications:
Candidates must possess a university degree in information technology, computer science, statistics, social sciences, or a related field. Additionally, a minimum of two years of relevant experience in a similar position is required. Documented results related to the responsibilities of the position are essential. Candidates should demonstrate an interest in humanitarian work, particularly in the context of internally displaced persons (IDPs) and legal aid programmes. Previous experience in data management and reporting, as well as working in complex and volatile contexts, is highly valued.

Educational Background:
The educational background required for this position includes a university degree in fields such as information technology, computer science, statistics, social sciences, or any other related area of study. This educational foundation is critical for understanding the technical aspects of data management and analysis, which are central to the role of the ICLA Database Officer.

Experience:
The position requires a minimum of two years of relevant experience in a similar role. Candidates should have documented results that demonstrate their ability to fulfill the responsibilities of the position effectively. Languages:
Fluency in written and spoken Ukrainian and Russian is mandatory for this position.
