Job Overview: The position is located in the ILO Country Office for Madagascar, Comoros, Mauritius, and Seychelles (CO-Antananarivo). The office is responsible for providing high-quality technical assistance and political advice to governments and organizations in the design and implementation of Decent Work Country Programmes (DWCPs). The main role of the Specialist is to provide technical advice in the areas of blue economy, green jobs, climate change, and just transition. This includes promoting best practices and integrating these concepts into national policies and development projects. The Specialist will work closely with various stakeholders, including ILO constituents, to ensure that the principles of decent work are embedded in all initiatives. The position requires a proactive approach to identifying needs and developing strategies that align with the ILO's mission and the specific priorities of the region.
Duties and Responsibilities:
Serve as the primary specialist in blue economy, green jobs, and just transition, responsible for significant segments of the work programme. Identify priorities and develop strategies to deliver high-quality technical support at various levels.
Review and strengthen inclusive institutional, legal, and policy frameworks, providing expert advice to promote gender-responsive policies.
Support ILO constituents in identifying needs and provide technical support, facilitating the participation of employers' and workers' organizations in policy design and evaluation.
Contribute to the design and implementation of Decent Work Country Programmes and other development frameworks.
Conduct and coordinate innovative research and analysis to inform policy advice and guidelines.
Develop and coordinate policies and programmes related to blue economy and green jobs, ensuring dissemination and effective use of knowledge products.
Provide technical inputs for reports and publications, and support capacity building for ILO constituents.
Identify opportunities for partnerships and develop collaborative relationships with other organizations.
Represent the ILO at seminars and conferences, contributing technical expertise. 1
Formulate development cooperation project proposals aligned with regional priorities. 1
Play a key role in resource mobilization for projects in the blue economy and green jobs. 1

Required Qualifications: Candidates must possess an advanced level university degree (master’s or equivalent) in economics, social sciences, political science, sustainable development, or environmental studies. A first-level university degree with additional relevant experience may be accepted. Candidates should have at least seven years of experience in providing technical assistance at the international level, particularly in areas related to blue economy, green jobs, and sustainable development. Excellent command of French and a working knowledge of English are required, along with strong research, analytical, and communication skills.
Educational Background: An advanced level university degree (master’s or equivalent) in a relevant field is required. A first-level university degree (bachelor’s or equivalent) may be accepted with additional relevant experience. The educational background should focus on social development, economics, or environmental studies, ensuring a clear understanding of the social dimensions of sustainable development.
Experience: Candidates should have a minimum of seven years of experience in providing technical assistance, particularly in the areas of blue economy, green jobs, and sustainable development. Experience should include working at the international level and engaging with various stakeholders, including governments and organizations. The ability to lead projects and manage teams is essential, along with a proven track record of developing and implementing policies and programmes.
Languages: Fluency in French is mandatory, with a working knowledge of English considered an asset. Candidates whose mother tongue is not one of the ILO's working languages must demonstrate proficiency in at least one of them and are expected to acquire knowledge of a second language during their initial years of service.
Additional Notes: The position is a fixed-term contract for a duration of 24 months, with a probation period of two years for external candidates. The successful candidate will be subject to ILO Staff Regulations and must undergo a medical examination to confirm fitness for the role.
