Job Overview: The position of ET Consultant within the Digital Transformation Vertical Vice Presidency of the World Bank is crucial for guiding efforts to establish a digital economy and enhance digital infrastructure. The Digital Transformation unit is responsible for supporting client countries in building foundational elements of digital transformation through various engagement pillars and business lines. The consultant will play a key role in advising clients on strategies for developing their digital economies, focusing on policy reforms, digital public infrastructure, and promoting digital skills and innovation. This role requires collaboration across sectors to leverage digital technologies for improved public service delivery and efficiency, ultimately contributing to the World Bank's objectives in achieving sustainable development goals.
Duties and Responsibilities: The duties of the Digital Development specialist include contributing to the design and implementation of digital development investment and policy reform programs, advising clients on strategies and best practices for digital economy development, providing technical expertise on ICT policy and regulatory issues, and supporting the digitization of public administration. The consultant will also liaise with colleagues across sectors to enhance public service delivery through digital solutions, develop innovative approaches to policy and operational challenges, and represent the World Bank at digital development events. Additionally, the role involves performing economic and financial analyses to inform project designs and decisions.
Required Qualifications: Candidates must possess a Master's degree in telecommunications, engineering, computer science, law, economics, public policy, or a related field, along with a minimum of 5 years of experience in ICT/Digital Economy policy and regulation or project design and implementation. Strong conceptual and analytical skills are essential, as well as a proven track record in project operations. Candidates should have a firm understanding of digital technology trends relevant to socio-economic development in Africa and demonstrate strong client engagement skills. Excellent written and presentation skills in English are required, along with the ability to function effectively in multi-disciplinary teams.
Educational Background: A Master's degree in a relevant field such as telecommunications, engineering, computer science, law, economics, or public policy is required for this position. This educational background is essential to ensure that candidates have the necessary knowledge and skills to effectively contribute to the digital transformation initiatives of the World Bank.
Experience: Candidates should have at least 5 years of relevant experience in ICT/Digital Economy policy and regulation, or in the design and implementation of related projects. Experience in a development context, particularly in Africa, is highly desirable. The ability to analyze and address operational challenges in the digital sector is crucial for success in this role.
