Job Overview:
The Consultant for Environmental Project will be responsible for delivering the assigned technical components of the third work plan under the Saudi project. This role is situated within the UNEP West Asia Office and involves collaboration with the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia. The Consultant will report directly to the Project Manager and will be expected to prepare and deliver technical inputs across various project components, including economic aspects of environmental action, negotiators' training programs, and the regional sand and dust storm masterplan. The position requires a proactive approach to coordinating with stakeholders, organizing meetings, and producing high-quality technical reports and policy briefs. The Consultant will also play a vital role in ensuring that project objectives are met through effective communication and collaboration with various partners.

Duties and Responsibilities:
The Consultant will undertake a variety of duties and responsibilities, including but not limited to:
  • Assessing the development and implementation of economic valuation of environmental investments in Saudi Arabia, including compensation costs for environmental damage and the economics of ecosystems and biodiversity (TEEB) study.
  • Coordinating with consultants, technical experts, and stakeholders to facilitate drafting, data collection, and analysis.
  • Organizing technical meetings between UNEP, MEWA, and relevant partners to ensure project objectives are achieved.
  • Preparing technical reports, presentations, and policy briefs on the subject matter.
  • Drafting concepts and agendas for the negotiators' training program and developing training materials in collaboration with subject-matter experts.
  • Proposing criteria for participant selection for training events and organizing training sessions.
  • Providing inputs to the regional sand and dust storm masterplan and coordinating with technical experts and national authorities.
  • Compiling project-related progress reports and ensuring timely submission of documentation.
  • Maintaining organized records of reporting timelines and milestones.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Environmental Science, Environmental Economics, International Relations, Political Science, Public Policy, Development Studies, or a related field. Additionally, a minimum of 2 years of professional experience in project coordination, reporting, research, or technical support in environmental or sustainable development projects is required. Proven experience in preparing technical reports, policy briefs, and project proposals for international organizations or governmental entities is essential. Candidates should also demonstrate experience in coordinating multi-stakeholder engagements, including government bodies, civil society organizations, and international partners. Familiarity with the environmental landscape in Saudi Arabia and knowledge of national initiatives such as Vision 2030 is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as Environmental Science, Environmental Economics, International Relations, Political Science, Public Policy, Development Studies, or a related discipline. This educational foundation is crucial for understanding the complexities of environmental issues and the necessary policy frameworks to address them effectively.

Experience:
The position requires a minimum of 2 years of professional experience in project coordination, reporting, research, or technical support specifically related to environmental or sustainable development projects. Candidates should have a proven track record of preparing technical reports, policy briefs, and project proposals for international organizations or governmental entities. Experience in organizing and facilitating consultation meetings, training programs, and workshops is also essential, as is demonstrated experience in coordinating multi-stakeholder engagements.

Languages:
Fluency in English and Arabic is required for this position. Proficiency in both languages is essential for effective communication with stakeholders and for the preparation of technical documents and reports. Additional language skills may be considered an asset but are not mandatory.
