Job Overview:
The Senior Project Manager is responsible for overseeing the day-to-day operations of projects, ensuring that outputs are delivered within specified tolerances of time, cost, quality, scope, risk, and benefits. This role involves optimizing resources and maintaining high standards of quality and performance. The Senior Project Manager will report to the Deputy Country Director and work closely with the Senior Management team, managing high-level stakeholder engagement and navigating the complexities of project operations. Key functions include developing and executing implementation plans, ensuring alignment with organizational goals, and leading projects through their entire lifecycle while providing oversight, risk management, and strategic direction.

Duties and Responsibilities:
  • Project Delivery and Performance: Develop and update implementation plans, manage project outputs, ensure quality compliance, liaise with stakeholders, and monitor project progress.
  • Procedures: Ensure compliance with organizational policies, manage reporting obligations, and oversee procurement processes.
  • Monitoring and Reporting: Prepare regular project reports, review project status, and maintain progress documentation.
  • Stakeholder Engagement: Develop stakeholder profiles, maintain relationships with key stakeholders, and coordinate project communications.
  • Quality Assurance: Establish quality control mechanisms, ensure compliance with internal processes, and monitor QA/QC activities.
  • Knowledge Management and Innovation: Conduct capacity-building activities, share lessons learned, and contribute to policy improvements.
  • Personnel Management: Lead and motivate the project management team, conduct performance reviews, and ensure safety and security" style="border-bottom: 1px dotted #007bff !important;">security for all personnel.

Required Qualifications:
Candidates must possess an Advanced University Degree (Master's or PhD) in relevant fields such as Engineering, Architecture, Public Health, or Project Management. A Bachelor's degree combined with 12 years of relevant experience may be accepted in lieu of an advanced degree. Certification in Project Management (PRINCE2, PMI-PMP, or equivalent) is mandatory. Candidates should have a minimum of 10 years of progressive experience in managing vertical infrastructure projects, with experience in leadership roles in large-scale organizations and project risk management. Experience in public health sector projects and managing multidisciplinary teams is an asset.

Educational Background:
An Advanced University Degree (equivalent to a Master or PhD) in Engineering, Architecture, Public Health, Public Procurement, Business, Economics, Supply Chain, Project Management, or other relevant disciplines is required. A Bachelor's degree with extensive relevant experience may be accepted. Certification in Project Management is mandatory.

Experience:
A minimum of 10 years of progressive responsible experience in managing vertical infrastructure projects is required. Candidates should have experience supervising mid-to-high complexity projects, leadership roles in large organizations, and project strategic planning and risk management. Experience in public health sector projects and managing public procurement processes is considered an asset.

Languages:
Fluency in Spanish and English is required. A working knowledge of other UN languages such as French or Portuguese is advantageous.

The contract type is International ICA 4, with a level of ICS 1
