Job Overview:
The Head of Field Office will play a crucial role in providing operational support to the World Food Programme's initiatives in Ouesso, Republic of the Congo. This position involves overseeing the management of WFP operations within the Sub Office, ensuring that all activities align with WFP's rules and regulations regarding administration, staffing, and finance. The incumbent will be responsible for monitoring the national security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security situation, identifying areas of intervention, and planning resource utilization to ensure timely delivery of food aid to beneficiaries. The role also includes liaising with local authorities, NGOs, and UN agencies to harmonize food aid activities, as well as preparing comprehensive reports on operational projects. The Head of Field Office will be expected to contribute to preparedness actions, risk analysis, and contingency planning, ensuring that WFP's objectives are met effectively and efficiently.
Duties and Responsibilities:
The Head of Field Office will be tasked with a variety of responsibilities, including but not limited to: managing WFP operations in the Sub Office, coordinating program and logistics activities, and ensuring compliance with WFP regulations. The incumbent will monitor the national food security situation, plan resource utilization, and coordinate the timely delivery of food aid. They will manage all resources, including food, finance, and staff, and will conduct site visits to assess project outputs and beneficiary needs. The role requires effective communication with local government authorities, NGOs, and other stakeholders to ensure the smooth operation of food aid activities. The Head of Field Office will also be responsible for preparing periodic reports, managing WFP premises, and ensuring the maintenance of WFP assets. Additionally, the incumbent will supervise staff, provide training and technical guidance, and assess project performance. They will be expected to carry out advocacy tasks and provide guidance to support staff under their supervision.
Required Qualifications:
Candidates for the Head of Field Office position must possess an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Alternatively, a first university degree with additional years of related work experience and/or training may be acceptable. The role requires a strong understanding of WFP's operational framework and the ability to manage complex projects effectively. Candidates should demonstrate leadership skills and the ability to work collaboratively in a multicultural environment.
Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, or Social Sciences. A first university degree combined with additional relevant work experience may also be considered. The educational qualifications should reflect a strong foundation in international development assistance and the ability to engage with various stakeholders effectively.
Experience:
The ideal candidate should have significant experience in field operations, preferably in a hardship duty station or emergency situation. Experience supervising professional staff and managing small to mid-size financial budgets is essential. Candidates should have a proven track record of analyzing local political situations and assessing risks accurately. Field experience through rotations or postings in sub-offices is highly desirable, as is experience in leading teams to achieve objectives effectively. Participation in vendor negotiations and emergency operations will also be beneficial.
Languages:
Fluency in French (level C) is mandatory for this position, as it is the primary language of communication in the region. Intermediate knowledge of English (level B) is considered an advantage, as it may facilitate communication with international stakeholders and enhance collaboration within the organization.
