Job Overview:
The position of Information Technology (IT) e-Tracker, SSA/G7 is crucial for providing technical support for the daily monitoring and improvement of the immunization e-tracker system. This role involves ensuring that the e-tracker is fully functional and that health facilities are supported in their data collection and reporting efforts. The incumbent will work closely with the WHO Representative in Rwanda and the UCN Team Lead, as well as the Maternal Child and Community Health division, to manage immunization data effectively. The role is essential for maintaining the integrity of the immunization information system, which has transitioned from a paper-based to an electronic registry, thereby enhancing the quality and timeliness of data for decision-making in health interventions.

Duties and Responsibilities:
The incumbent will be responsible for the following duties:
  • Provide ongoing technical support for the immunization e-tracker system, ensuring its functionality and reliability.
  • Assist health facilities in improving their data collection and reporting processes.
  • Conduct real-time troubleshooting to address any issues that arise with the e-tracker system.
  • Facilitate regular training sessions for end users to enhance their capacity in using the system effectively.
  • Collaborate with various stakeholders to promote the use of the e-tracker and ensure that it meets the needs of health facilities.
  • Monitor the performance of the e-tracker and provide feedback for system improvements.
  • Prepare reports on the usage and effectiveness of the e-tracker system for stakeholders.
  • Travel nationally as required to oversee the implementation and support of the IT e-tracker in immunization.

Required Qualifications:
Candidates must possess the following qualifications:
  • Completion of secondary school education in Information Communication Technology, with training in Computer Science or Telecommunications.
  • Microsoft Certified Software Engineer or Cisco Certified Network Administrator certification is essential.
  • A university degree in Information Technology, Computer Science, or a related field is desirable, along with additional professional training in DHIS-
  • Excellent communication and presentation skills, with the ability to provide clear technical advice and guidance.
  • Proven ability to work collaboratively with multiple stakeholders in resource-limited contexts.

Educational Background:
The educational background required for this position includes:
  • Essential: Completion of secondary school education in Information Communication Technology.
  • Desirable: A university degree in Information Technology, Computer Science, or a similar field, along with specialized training in DHIS-2.

Experience:
Candidates should have at least ten (10) years of demonstrated working experience in Information Technology. Desirable experience includes:
  • At least five years of working experience in health information management systems, particularly in DHIS-2 customization and management.
  • Proven experience in DHIS-2 implementation, virtualization platforms, software change management, user acceptance testing, and end-user training.
  • Previous experience with WHO or other UN agencies, immunization teams, and health cluster partners is an added advantage.

Languages:
The mandatory language requirement for this position is excellent knowledge of English. A working knowledge of French is considered desirable.

Additional Notes:
The position is based in Kigali, Rwanda, at the WHO country office, with daily interactions with counterparts at the Rwanda Biomedical Center. The expected duration of the contract is 7 months, with a monthly salary of RWF 2,229,083 and 30 days of annual leave.
