The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The organization aims to support countries in achieving their development priorities and the SDGs, operating in various countries worldwide with a focus on collaboration and partnership.

Job Overview:
The Development Coordination Officer, Partnerships & Development Finance is a pivotal role within the UN Resident Coordination Office in Kigali, Rwanda. This position is designed to provide strategic support for the development and coordination of partnerships that advance the Sustainable Development Goals (SDGs). The officer will work closely with the UN Resident Coordinator and the UN Country Team (UNCT) to foster strategic partnerships with civil society, the private sector, and other stakeholders. The role involves advising on the implementation of the UN Partnership Strategy, supporting resource mobilization initiatives, and contributing to knowledge management and capacity development related to partnerships. The officer will also be responsible for monitoring and analyzing funding streams and developing tailored resource mobilization strategies to support the UN Sustainable Development Cooperation Framework.

Duties and Responsibilities:
The Development Coordination Officer will undertake a variety of responsibilities, including:
  • Providing substantive support for strategic planning and coordination of UNCT partnerships for SDG achievement, including advice on the development and implementation of the UN Partnership Strategy.
  • Contributing to joint partnership and resource mobilization initiatives, supporting the effective coordination and management of pooled funding mechanisms.
  • Working closely with the Resident Coordinator Office economist and other finance experts to promote partnerships that support financing for the SDGs.
  • Contributing to knowledge management and capacity development related to partnerships and resource mobilization at the country level, including promoting collaboration and sharing best practices.
  • Conducting research and analysis to present best practices and lessons learned from UN partnership initiatives, advising the RC and UNCT on actions to strengthen partnership orientation.
  • Monitoring and analyzing funding streams and supporting the UNCT in preparing proposals for funding.
  • Assisting in the establishment and management of the country-based SDG Fund, collaborating with relevant offices.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.

Educational Background:
The educational requirements for this position include an advanced university degree (Master’s degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Additional qualifications in data analytics or related fields are advantageous.

Experience:
A minimum of five years of progressively responsible experience in project or programme management within the context of development cooperation is required. Candidates should have experience in preparing project proposals, developing and implementing partnership and financing strategies, and supporting knowledge management for partnerships. Experience in financing for the SDGs is desirable, as is work experience in data analytics or related areas.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also required, and knowledge of another official United Nations language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding).

Additional Notes:
This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Rwanda only, and candidates must be recruited within the country or within commuting distance of the office. If no suitable local candidates are identified, Rwandan nationals residing elsewhere may be considered, with the candidate responsible for any travel and relocation costs.
