Job Overview: The Development Coordination Officer, Partnerships & Development Finance position is integral to the UN Resident Coordination Office in Kigali, Rwanda. This role involves providing strategic support and advice to the Resident Coordinator and the UN Country Team (UNCT) in fostering partnerships that advance the SDGs. The officer will assist in the development and implementation of the UN Partnership Strategy, ensuring alignment with the UN Sustainable Development Cooperation Framework. The position requires collaboration with various stakeholders, including civil society and the private sector, to enhance resource mobilization and partnership initiatives. The officer will also contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level, ensuring effective coordination and management of pooled funding mechanisms.
Duties and Responsibilities: The Development Coordination Officer will be responsible for a range of duties, including:
Providing substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society and the private sector for SDG achievement.
Assisting in the development and implementation of resource mobilization strategies and initiatives for the Cooperation Framework priorities.
Monitoring and analyzing existing resource mobilization partnerships and relationships, including traditional and non-traditional partners.
Supporting the UNCT in preparing the Funding Framework of the UN Sustainable Development Cooperation Framework.
Advising on corporate policies related to effective resource management, including pooled funds.
Collaborating with the RCO Economist and other finance experts to promote partnerships that support financing for the SDGs.
Contributing to knowledge management and capacity development relating to partnerships and resource mobilization at the country level.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should also demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.
Educational Background: The educational requirements for this position include an advanced university degree (Master’s degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education. A first-level university degree with additional qualifying experience may be accepted. Completion of programs in data analytics or related fields is advantageous.
Experience: A minimum of five years of progressively responsible experience in project or programme management within the context of development cooperation is required. Candidates should have experience in preparing project proposals, developing and implementing partnership and financing strategies, and supporting knowledge management for partnerships. Experience in financing the SDGs is desirable, as is work experience in data analytics or related areas.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding, while knowledge is rated as 'confident' in two of the four areas.
Additional Notes: This is a fixed-term limited position with an initial appointment of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Rwanda only, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidates are identified, Rwandan nationals residing elsewhere may be considered.
