Job Overview:
The International Consultant for Programme Management will play a crucial role in enhancing the effectiveness and visibility of Technology Needs Assessments (TNAs). This position involves ensuring the successful implementation and utilization of TNAs, which are essential for identifying and addressing technology needs in Least Developed Countries (LDCs). The consultant will establish a structured database to facilitate knowledge management and systematic documentation of technology needs. By engaging stakeholders effectively and coordinating research efforts, the consultant will contribute to informed decision-making and the development of innovative projects that align with national development priorities. The role requires a proactive approach to stakeholder engagement, research coordination, and knowledge dissemination, ultimately aiming to improve policy frameworks and project development in the context of international development.
Duties and Responsibilities:
The consultant will be responsible for a variety of tasks including: supporting the coordination of ongoing and new Technology Needs Assessments (TNAs), ensuring effective planning and timely progress; overseeing research coordination by guiding international and national consultants; reviewing and providing feedback on draft chapters to ensure quality and relevance; facilitating stakeholder engagement through consultations and workshops; contributing to the validation and launch of TNAs; maintaining a database of key findings; ensuring systematic documentation of TNA results; promoting the dissemination of TNA findings for policy development; supporting the development of innovative project concepts; providing substantive inputs to reports and policy briefs; assisting in the coordination of programme activities; monitoring global trends in technology development; providing technical and administrative support for project activities; organizing meetings and consultations; participating in field missions; and performing other related duties as required.
Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in international relations, political sciences, public policy, or a related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. A minimum of two years of progressively responsible experience in research coordination, economic analysis, policy development, or programme management is required. Desirable qualifications include experience in science, technology, and innovation in international development, knowledge management, database development, and managing stakeholder engagement. Experience working with UN entities or similar international organizations is also desirable.
Educational Background:
The position requires an advanced university degree (Master's degree or equivalent) in relevant fields such as international relations, political sciences, or public policy. A first-level university degree in similar fields may be accepted if accompanied by two additional years of qualifying experience. This educational background is essential for understanding the complexities of international development and policy frameworks.
Experience:
The consultant should have a minimum of two years of progressively responsible experience in areas such as research coordination, economic analysis, policy development, or programme management. This experience should demonstrate a solid understanding of the dynamics of international development and the ability to manage complex projects effectively. Additional experience in science, technology, and innovation, as well as knowledge management, is highly desirable.
Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is considered desirable, as it may enhance communication and collaboration with a broader range of stakeholders within the UN system and international partners.

The expected duration of the consultancy is nine months. The position is full-time and may involve working with international stakeholders.
