Job Overview: The primary objective of this consultancy is to assist the National Institute of Statistics (INS) of Niger, particularly the Central Bureau of Census (BCR), in establishing an IT infrastructure for the development and deployment of applications for the census. The consultant will contribute to enhancing the capacity of BCR personnel in developing Computer-Assisted Personal Interviewing (CAPI) applications for data collection. The role involves methodological development, infrastructure identification, and the creation of functional applications for census agents, team leaders, and supervisors. The consultant will also support the training of BCR staff and the establishment of a data collection and processing system, ensuring quality control and effective data management throughout the census process.
Duties and Responsibilities: The international consultant will be responsible for several key tasks, including:
Developing a methodological note for the CAPI applications for the census across all phases.
Identifying suitable infrastructures related to the development and use of CAPI.
Assisting in the revision and finalization of the field IT system for data collection, including defining the data collection architecture.
Developing applications for census agents, team leaders, supervisors, and communal IT staff.
Supporting the INS's IT Unit in establishing a digital hosting infrastructure and a data collection/processing plan.
Training BCR personnel on CAPI development and data management.
Creating a dashboard for monitoring and quality control of collected data.
Contributing to detailed reports on the design and implementation process of CAPI.
Required Qualifications: The ideal candidate must possess a higher degree in computer science with knowledge in demography and/or statistics, or a higher degree in demography or statistics, along with solid references in the development of IT applications. A thorough understanding of web technologies (PHP, JAVA, HTML, CSS, JavaScript, etc.) and mastery of the CSPro software is essential. Familiarity with statistical analysis software (SPSS, STATA, SAS, etc.) is an asset. The candidate should have at least two proven experiences in managing and supervising census data processing projects. Proficiency in French is mandatory, and practical knowledge of English is advantageous. Experience working in Niger is also a plus.
Educational Background: Candidates must hold a higher education degree in computer science, demography, or statistics. Additional certifications or training in data processing, application development, or related fields will be considered an advantage. The educational background should reflect a strong foundation in both theoretical and practical aspects of data management and IT application development.
Experience: A minimum of 10 years of relevant experience in handling surveys and censuses is required, with at least 5 years specifically in developing CAPI applications and related systems. The candidate should have a solid understanding of public statistical systems and experience as a trainer or course designer in statistical management activities. Proven experience in international consultancy roles will be beneficial.
Languages: Fluency in French is mandatory, with excellent written and spoken communication skills. Knowledge of English will be considered an advantage, particularly for documentation and communication with international stakeholders.

The consultant will be based in Niamey, Niger, with potential travel within the country. The consultant will work in the premises of the Central Bureau of Census (BCR) and will be under the general coordination of the Director General of INS and direct supervision from the Coordinator of RGPH5 and the Technical Advisor in prospective analysis, population, and development of UNFPA CO Niger.
