Job Overview: The Human ResourcesAdviser position is a newly created role within ACAPS' HR department, aimed at providing essential HR support as the organization establishes its office in The Hague. The adviser will be responsible for developing and implementing HR policies, overseeing employee relations, supporting recruitment processes, and ensuring compliance with Dutch labor laws and donor requirements. This role is crucial for ACAPS' transition to direct employment from third-party arrangements and will serve as the HR focal point for colleagues in The Hague. The ideal candidate should be passionate about people and thrive in a dynamic, fast-paced environment, contributing to shaping the organization in a new location.
Duties and Responsibilities: The HR Adviser will have a wide range of responsibilities including advising leadership on HR best practices in compliance with Dutch labor law, supporting the implementation of HR processes and policies, ensuring legal compliance with labor laws and GDPR, leading recruitment efforts, developing onboarding programs, managing payroll processes, overseeing employee benefits, serving as a focal point for employee relations, supporting performance management processes, maintaining HR systems and databases, and assisting with ad hoc HR projects. The adviser will also coordinate with external partners and internal teams to ensure smooth HR operations.
Required Qualifications: Candidates must possess a Master’s degree in human resources and hold Dutch HR credentials or certifications. They should have proven experience in a similar HR position with a minimum of 5 years, particularly in setting up HR processes for a new office. A strong understanding of Dutch labor law and social insurance policies is essential, along with experience working with Employer of Record platforms and a solid grasp of recruitment processes and techniques. Proficiency in both English and Dutch is mandatory.
Educational Background: The position requires a Master’s degree in human resources or a related field. Candidates should also have relevant Dutch HR credentials or certifications that demonstrate their expertise in the field.
Experience: The ideal candidate should have a minimum of 5 years of experience in a similar HR role, particularly in establishing HR processes and policies for new offices. This experience should include a strong understanding of Dutch labor laws and employment regulations, as well as familiarity with recruitment processes and techniques.
Languages: Proficiency in English is mandatory, and fluency in Dutch is also required. Knowledge of additional languages may be considered an asset but is not mandatory for this position.
Additional Notes: The position is based in The Hague, Netherlands, and candidates must have the right to work in the location as no visas will be sponsored. The contract duration is for 1 year, with the likelihood of renewal. The starting date is as soon as possible. The role is full-time, and while travel is rare, the adviser will need to be available for occasional coordination with external partners and internal teams.
