Job Overview:
The Human Rights Analyst position is integral to supporting the Office of the High Commissioner for Human Rights (OHCHR) in implementing a project aimed at strengthening the justice and security" style="border-bottom: 1px dotted #007bff !important;">security sectors in Sao Tome and Principe. This role involves collaborating with various stakeholders to establish a National Human Rights Institution (NHRI) that adheres to international standards. The analyst will be responsible for researching human rights issues, drafting reports, and participating in training programs to enhance national capacity in human rights advocacy. The position requires a proactive approach to addressing human rights challenges in the country, particularly in relation to civil and political rights, and aims to foster a culture of human rights awareness among government and civil society actors.

Duties and Responsibilities:
The Human Rights Analyst will undertake a variety of responsibilities, including:
  • Supporting the implementation of the justice and security sector reform project, particularly the establishment of the NHRI, in coordination with the project team.
  • Conducting research and collecting information on human rights issues, considering gender dimensions, from diverse data sources.
  • Analyzing information to assess the impact on human rights situations in Sao Tome and Principe.
  • Drafting reports and correspondence related to human rights matters.
  • Maintaining awareness of current human rights issues and relevant political and legal developments.
  • Participating in training programs and consultations to promote national capacity building in human rights.
  • Consulting with government, NGOs, and civil society organizations to cooperate with international human rights mechanisms.
  • Designing and maintaining a database to track project progress.
  • Performing other duties as necessary for the efficient implementation of the project.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as Business Administration, Law, Public Administration, Economics, Political Sciences, Social Sciences, or a related area. Alternatively, a first-level university degree (Bachelor’s degree) combined with two additional years of qualifying experience will be considered. A minimum of two years of relevant work experience is required for candidates with a Master’s degree, or four years for those with a Bachelor’s degree, in areas such as human rights, political affairs, international relations, or project management.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as Business Administration, Law, Public Administration, Economics, Political Sciences, Social Sciences, or a related area. Candidates with a Bachelor’s degree must have additional qualifying experience to be considered.

Experience:
The position requires a minimum of two years of relevant work experience for candidates with a Master’s degree, or four years for those with a Bachelor’s degree. Experience in human rights issues, particularly in Sao Tome and Principe or similar contexts, is essential. Additional experience in program management, international cooperation, and capacity building is desirable.

Languages:
Fluency in Portuguese and French, both oral and written, is mandatory for this position. Knowledge of English is considered an advantage, enhancing communication capabilities within the international context of the role.
