Job Overview:
The position is situated within the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia, specifically in Moscow. The DWT/CO-Moscow is responsible for providing high-quality, timely, and integrated technical support for the design and implementation of Decent Work Country Programmes (DWCPs) and other ILO country support activities. The incumbent will play a crucial role in offering policy advice, technical assistance, and capacity building in labor inspection and occupational safety and health (OSH) to various stakeholders, including governments, labor inspectorates, and social partners across several countries in the region. This role requires a strong commitment to promoting the Decent Work Agenda and ensuring that ILO's technical assistance is effective and aligned with international labor standards and best practices.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess an advanced level university degree (Master’s or equivalent) in law, engineering, occupational safety and health, medicine, social sciences, public administration, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in a relevant field, combined with two additional years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should demonstrate excellent knowledge of labor inspection and OSH, as well as the ability to develop and implement policies and programs that promote social justice and decent work.
Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as law, engineering, occupational safety and health, medicine, social sciences, or public administration. A Bachelor’s degree in one of these fields, along with additional relevant experience, may also be considered acceptable.
Experience:
Candidates should have at least seven years of experience in labor inspection and occupational safety and health, including experience at the international level. This experience should encompass policy development, technical assistance, and capacity building in these areas, demonstrating a strong understanding of the challenges and opportunities in promoting safe and healthy working environments.
Languages:
A strong command of English is mandatory for this position. Knowledge of Russian is considered an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of the incumbent's work in the region.
Additional Notes:
The position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on performance and organizational needs. The successful candidate will be subject to a probationary period of two years. - Serve as the primary specialist in labor inspection and OSH, managing significant segments of the work program and identifying priorities for sub-regional assistance.
- Strengthen and implement inclusive institutional, legal, and policy frameworks by providing expert policy and technical advice to ILO constituents.
- Support constituents in identifying their needs and provide technical support, including comparative policy analyses.
- Contribute to the design and implementation of DWCPs and UN development cooperation frameworks.
- Conduct and coordinate innovative research and analysis in labor inspection and OSH, leading to policy advice and technical recommendations.
- Develop assessments, policies, and strategies on labor inspection and OSH, ensuring dissemination and effective use of knowledge products.
- Oversee the drafting of reports and publications, and support capacity building for ILO constituents.
- Identify opportunities for partnerships and resource mobilization in labor inspection and OSH.
- Represent the ILO at seminars and conferences, advocating for the Decent Work Agenda. 1
- Conceptualize and submit development cooperation project proposals aligned with national priorities. 1
- Play a key role in securing funding for new projects in labor inspection and OSH. 1
- Perform other relevant duties as assigned.
