Job Overview:
The Project Manager-Karamoja Strong will oversee the successful delivery of the DANIDA funded project titled 'Karamoja Strong: Community-led resilience in the face of climate-induced loss, displacement and conflict'. This cross-border project will be implemented in both Kenya and Uganda. The role involves coordinating the implementation throughout the project cycle, managing budgets, reporting, monitoring, evaluation, accountability, and learning (MEAL), supporting and managing staff, engaging in advocacy, and representing the organization externally. The Project Manager will also contribute to fundraising and program development, ensuring adherence to DRC security" style="border-bottom: 1px dotted #007bff !important;">security procedures and operational regulations, while overseeing the capacity strengthening of project staff and partners.

Duties and Responsibilities:
  • Strategic Planning: Contribute to the development and implementation of internal strategies for Humanitarian Disarmament and Peacebuilding (HDP) in Kenya, focusing on border areas of the Karamoja Cluster.
  • Project Management and Technical Quality: Lead effective project management in line with DRC and donor requirements, ensuring timely planning, budgeting, and reporting. Identify areas needing additional inputs for high-quality programming and maintain a robust relationship with project partners.
  • Organizational and People Management: Develop effective working relationships within the Kenya program team, manage project staff, and ensure compliance with HR policies.
  • Finance and Fundraising: Oversee financial management, facilitate grant management meetings, and lead narrative reporting to donors.
  • External Representation and Advocacy: Maintain constructive relations with government structures and represent DRC in external meetings.
  • Monitoring and Evaluation: Lead the DRC Knowledge and Learning strategy, ensuring adequate MEAL systems are in place and supporting project reflection and reviews.

Required Qualifications:
Candidates must possess strong organizational skills, the ability to motivate and inspire staff, excellent networking capabilities, and a passion for promoting cross-border relations. They should be analytical, curious, and able to work under minimal supervision. A good team player, culturally sensitive, and able to resist external pressures is essential. Candidates should also demonstrate a strong drive to learn and improve their capacity.

Educational Background:
A Master’s Degree in gender, peace and conflict studies, natural resources management, development studies, or a related field from a recognized institution is required for this position.

Experience:
Candidates should have over five years of professional experience in various capacities with local and international NGOs. Proven experience in programming related to climate change, displacement, conflict, and women's rights at community, national, and regional levels is essential. Experience in managing complex projects, monitoring and evaluation, and report writing is also required, along with familiarity with financial management procedures and donor reporting.

Languages:
Fluency in English is mandatory, with a strong command of written English and the ability to communicate effectively with various audiences. Fluency in Turkana is considered an advantage.

Additional Notes:
The contract duration is for 8 months with the possibility of extension based on funding and performance. The salary and conditions will align with the Danish Refugee Council's terms of employment for national staff. The position is categorized as Band F2 and reports to the Head of Programme. The role is based in Lodwar, with frequent travel to Pokot and Karamoja in Uganda.
