Job Overview:
The Protection from Violence Programme Development Manager will play a crucial role in the design, development, and implementation of the Protection from Violence programme. This programme aims to protect displaced individuals and communities from violence, coercion, and rights violations. The manager will be responsible for leading the development of high-quality project proposals and budgets, ensuring that the programme is effectively integrated with other core competencies. The role requires a strong focus on monitoring and evaluation (M&E) to measure the impact of activities and promote capacity building among staff. The manager will also oversee project management, ensuring adherence to NRC's project management cycle and maintaining high standards in reporting and implementation.

Duties and Responsibilities:
The Protection from Violence Programme Development Manager will have a comprehensive set of responsibilities, including:
  • Leading the development of project proposals and budgets in collaboration with Area Managers.
  • Establishing a solid M&E framework for Protection from Violence activities and contributing to the development of analytical tools to measure impact.
  • Promoting staff capacity building on M&E standards and analysis of both quantitative and qualitative data.
  • Managing PfV projects effectively, ensuring alignment with NRC's project management cycle.
  • Maintaining high standards and quality in reporting to ensure timely and on-budget implementation.
  • Ensuring adherence to financial and logistical procedures within the PfV team.
  • Developing and submitting procurement, recruitment, and spending plans in a timely manner.
  • Coordinating closely with all core competencies to maximize programme impact and promote integrated responses.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in a senior-level project implementation role within a humanitarian or recovery context. They should have experience working in complex and volatile environments, along with technical expertise in protection programming. Documented results related to the responsibilities of the position are essential. Candidates should also have a clear understanding of their leadership skills and profile, as well as fluency in both Spanish and English, both written and verbal. Additionally, professional experience in protection programming and budget management is required, along with experience in technical report writing.

Educational Background:
A university degree in social sciences, social work, psychology, protection, or related fields is required for this position. This educational background will provide the necessary foundation for understanding the complexities of protection programming and the needs of vulnerable populations.

Experience:
The ideal candidate should have at least 3 years of relevant experience in project implementation at a senior level, particularly in humanitarian or recovery contexts. Experience working with populations facing various vulnerabilities, including victims of conflict and violence, is crucial. Candidates should also have a proven track record in budget management and technical report writing, demonstrating their ability to manage resources effectively and communicate results clearly.

Languages:
Fluency in Spanish and English is mandatory for this position, both in written and verbal communication. Proficiency in additional languages may be considered an asset, but Spanish and English are essential for effective communication within the organization and with stakeholders.

Additional Notes:
This position is based in San Fernando or Puerto Ordaz, Venezuela, and is offered as a national contract for a duration of 6 months, with the possibility of extension. The role may require travel of up to 40% to various states and areas where NRC operates.
