Job Overview:
The Shelter Officer position is crucial for the implementation of shelter construction and rehabilitation activities in Aweil East County, South Sudan. The officer will provide technical guidance and supervision for community asset creation activities, ensuring that emergency shelter projects are executed effectively. This role involves collaborating closely with the WASH Coordinator and other project officers to ensure the timely delivery of quality community assets and shelter programs. The Shelter Officer will also be responsible for developing technical designs, conducting inspections, and ensuring compliance with project specifications and quality standards. The position requires a proactive approach to problem-solving and the ability to work in a challenging environment, focusing on the needs of the target beneficiaries.

Duties and Responsibilities:
The Shelter Officer will have a wide range of responsibilities, including but not limited to: implementing NRC's shelter construction and rehabilitation projects in Aweil East County, preparing documentation and contracts with beneficiaries, developing technical designs and drawings, ensuring proper documentation of rehabilitation activities, performing quantity surveying, supervising construction works, conducting regular field inspections, producing CAD designs, coordinating technical activities among stakeholders, selecting viable engineering approaches, training beneficiaries and field technicians, and maintaining organized project documentation. The officer will also be responsible for conducting market assessments for construction materials, participating in project targeting and verification processes, and communicating effectively with community leaders and stakeholders.

Required Qualifications:
Candidates for the Shelter Officer position must possess a minimum first-level university degree in Civil Engineering or a related field. A vocational qualification in a relevant area is also acceptable. Additionally, candidates should have at least 2-3 years of experience working in humanitarian or recovery contexts, with specific experience in construction interventions. Experience in implementing Cash For Assets/Assets Creation and Livelihoods Projects, as well as NFI/Shelter Projects, is highly desirable. Knowledge of protection mainstreaming and experience working in complex and volatile contexts will be advantageous. Candidates should demonstrate documented results related to the responsibilities of the position and possess strong leadership skills.

Educational Background:
The educational background required for the Shelter Officer position includes a minimum first-level university degree in Civil Engineering or a related field. Candidates with vocational qualifications in relevant areas will also be considered. The educational qualifications should provide a solid foundation in engineering principles, construction practices, and project management, which are essential for the successful execution of shelter projects in a humanitarian context.

Experience:

The Shelter Officer position is a full-time role with a contract duration of 9 months. The position is based in Aweil East County, South Sudan, and may require travel within the region.
