Job Overview: The Programme Analyst position is situated within the Country Office in Quito, Ecuador, where the incumbent will collaborate with country office staff, government entities, and implementing partners to effectively plan, implement, and monitor Sexual and Reproductive Health and Rights (SRHR) programs. This role is pivotal in contributing to the formulation, planning, and execution of the Reproductive and Maternal Health program, as well as engaging in joint programming initiatives aligned with national development frameworks. The Programme Analyst will be an integral member of the Integrated Sexual Reproductive Health and Rights Programme Unit, working closely with other program units such as Gender, Population and Data, and Humanitarian to ensure cohesive efforts across various initiatives. The position requires strong communication skills to liaise with National Programme Officers (NPOs) and operational personnel, reporting directly to the UNFPA Assistant Representative and ultimately to the UNFPA Representative.
Duties and Responsibilities: The Programme Analyst will maintain collaborative relationships with government counterparts, multilateral and bilateral donor agencies, and civil society organizations to address emerging issues in SRHR. Key responsibilities include providing quality technical support to UNFPA implementing partners in project planning, implementation, and monitoring of program activities in accordance with established work plans. The Analyst will facilitate the work of consultants and experts, ensuring cooperative relationships with community-based groups and organizations focused on gender equality and youth SRH issues. The role involves contributing to the achievement of program results by supporting SRH initiatives, particularly in Emergency Obstetric and Neonatal Care (EmONC), and engaging men and boys in SRH interventions. The Analyst will work with partners to design and monitor rights-based quality SRH service delivery initiatives, including family planning and management of sexual and gender-based violence. Additionally, the Analyst will support the integration of SRH prevention and response interventions, contribute to knowledge management strategies, and monitor the financial implementation of SRH programs. The role also includes participating in national and sub-national forums to advocate for SRHR issues and ensure their incorporation into national development plans.
Required Qualifications: Candidates must possess an advanced degree in Public Health, Medicine, Health Sciences, or a related discipline. A minimum of two years of progressively responsible professional experience at the national level in sexual and reproductive health and maternal health is required. Experience in program/project management, particularly with large multi-sector projects, is essential. Candidates should have knowledge of the national health system and models for health service provision, as well as an understanding of quality care and human rights in SRH. Familiarity with the Minimum Initial Service Package (MISP) for Reproductive Health is also necessary. Strong technical leadership skills and a proven ability to produce high-quality results are critical for this role.
Educational Background: An advanced degree in Public Health, Medicine, Health Sciences, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of sexual and reproductive health and rights, as well as the ability to engage effectively with various stakeholders in the health sector.
Experience: Candidates should have at least two years of increasingly responsible professional experience in the field of sexual and reproductive health and maternal health at the national level. This experience should include program/project management, particularly in large multi-sector projects, and the ability to design and appraise proposals while liaising with relevant project partners. A strong understanding of the national health system and the provision of health services is essential, along with experience in culturally sensitive programming and knowledge of human rights as they apply to health service users.
Languages: Fluency in both Spanish and English is required for this position. Proficiency in these languages is essential for effective communication with diverse stakeholders, including government officials, implementing partners, and community organizations. Additional language skills may be considered an asset but are not mandatory.
