Job Posting Organization: The position is located at the Office of the Executive Secretary (OES) of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC). ECLAC was founded in 1948 and is one of the five regional commissions of the United Nations. Its mission is to contribute to the economic and social development of the region by designing, monitoring, and evaluating public policies, providing advisory services, expertise, and training to governments, and supporting regional and international cooperation and coordination activities. Job Overview: The Associate Legal Officer will work under the direct supervision of the Chief of Office of the Executive Secretary or directly to the Executive Secretary. The role involves conducting legal research on a wide range of issues in law" style="border-bottom: 1px dotted #007bff !important;">international law and other areas of specialization, analyzing information, and presenting findings for internal review. The officer will review legal documents, prepare drafts of background papers and reports, and provide legal opinions on various international public and private law issues. This includes matters related to the United Nations Charter, General Assembly resolutions, privileges and immunities, peace and security" style="border-bottom: 1px dotted #007bff !important;">security, and administrative law. The position also entails assessing evidence gathered by investigators, preparing agreements and contracts, and representing the organization in legal proceedings. The Associate Legal Officer will contribute to the negotiation of agreements and resolutions, provide protocol services, and assist in the administration of legal technical assistance programs.
Duties and Responsibilities: The duties and responsibilities of the Associate Legal Officer include conducting legal research on assigned issues, reviewing legal documents and identifying key issues, preparing drafts of reports and legal opinions, assessing evidence for admissibility, preparing agreements and contracts, representing the organization in legal proceedings, providing legal advice on human resources matters, administering legal technical assistance programs, and servicing diplomatic and intergovernmental conferences. The officer will also lead negotiations for agreements and resolutions, analyze data for decision-making, and provide protocol services and advice on protocol matters related to the host country agreement between UN ECLAC and Chile. Additional responsibilities may include performing other duties as assigned by supervisors.
Required Qualifications: Candidates must possess a first-level university degree and an advanced university degree (master’s or equivalent) in law. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. The position requires a minimum of two years of progressively responsible experience in law, including legal analysis, research, and writing. Experience in advisory services in legal affairs, administrative, employment, or labor law is required. Legal experience at the United Nations is desirable, as is familiarity with Staff Regulations and Rules and the privileges and immunities of international organizations.
Educational Background: The educational background required for this position includes a first-level university degree and an advanced university degree (master’s or equivalent) in law. Additionally, completion of programs in data analytics, business analytics, or data science is considered an asset, enhancing the candidate's qualifications for the role.
Experience: The Associate Legal Officer position requires a minimum of two years of progressively responsible experience in the legal field, specifically in legal analysis, research, and writing. Candidates should have experience in providing advisory services in legal affairs and familiarity with administrative, employment, or labor law. Experience working with the United Nations or similar international organizations is highly desirable, particularly in understanding the status and privileges of international organizations.
Languages: Fluency in both English and Spanish is required for this position, as English and French are the working languages of the United Nations Secretariat, while Spanish is a working language of ECLAC. Proficiency in additional languages may be considered an asset but is not mandatory.
