Job Overview:
The Senior Trafficking in Persons Consultant will be responsible for developing tailored training materials and delivering training sessions focused on combating human trafficking. The consultant will work closely with the OGCCR Programme Management Officer and other experts to provide technical support to the Human Rights Commission and the National Committee for Combating Human Trafficking in Saudi Arabia. The role involves preparing and conducting both virtual and in-person workshops on various topics related to trafficking in persons, including legal frameworks, labor inspection, and victim assistance procedures. The consultant will also engage in missions to Saudi Arabia and the UAE, contributing to the capacity-building efforts in the region.

Duties and Responsibilities:
The consultant will undertake the following duties:
  • Develop and deliver a virtual training workshop on Decent Work in Global Supply Chains.
  • Create and conduct a virtual training workshop on The Mechanism for Examining Deportees' Documents.
  • Prepare and facilitate a virtual training workshop on the National and International Frameworks for Combating Trafficking in Persons.
  • Organize a virtual training workshop on Labor Inspection Reporting on Trafficking in Persons Cases.
  • Conduct a virtual training workshop on Trafficking in Persons, covering concepts, indicators, and victim protection procedures.
  • Lead a virtual training workshop on Border Security and Combating Trafficking in Persons.
  • Prepare and deliver a virtual training workshop on Advanced Criminal Investigations in Trafficking in Persons Cases.
  • Organize a virtual training workshop on Procedures of Identification, Protection, and Assistance of Trafficking in Persons Victims for Diplomats.
  • Conduct a virtual training workshop on Trafficking in Persons During Tourism Seasons. 1
  • Facilitate an in-person training workshop on Practices Related to Trafficking in Persons Crimes. 1
  • Prepare and deliver a virtual training workshop on Procedures for Identifying, Interviewing, and Referring Victims of Trafficking in Persons at Airports. 1
  • Conduct a virtual training workshop on the National and International Frameworks for Combating Trafficking in Persons Crimes. 1
  • Facilitate an in-person training workshop on Combating Human Trafficking in Supply Chains.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in law, criminology, or related social sciences. Alternatively, a first-level university degree in similar fields, combined with two years of qualifying experience, may be accepted. Additionally, candidates should have at least ten years of professional experience in crime prevention, law enforcement, prosecution, criminal justice, or international relations. Practical experience in legal assessments and training delivery in the area of trafficking in persons is essential. Knowledge of the legal frameworks concerning trafficking in persons, including the UNTOC and UN TiP Protocol, is desirable, along with familiarity with the Arab regional anti-human trafficking instruments. Experience working in the GCC or MENA regions and previous work with the United Nations is also advantageous.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, criminology, or other related social sciences is required for this position. A first-level university degree in similar fields, along with additional qualifying experience, may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complex legal and social issues surrounding trafficking in persons.

Experience:
The position requires a minimum of ten years of professional experience in relevant fields such as crime prevention, law enforcement, prosecution, criminal justice, or international relations. Candidates should have practical experience in conducting legal assessments and research specifically related to trafficking in persons, as well as experience in delivering training on this subject. Familiarity with the legal frameworks and instruments related to trafficking in persons is also necessary.

Languages:
Fluency in English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, and familiarity with another United Nations official language is considered an advantage. Proficiency in these languages is essential for effective communication and training delivery in the context of combating trafficking in persons.
