Job Overview:
The Project Manager (PM) will oversee the Protection, Restoration, and Sustainable Use of Mangrove Forest (PRSUMF) project, which aims to enhance the resilience of coastal communities in Suriname through effective mangrove conservation and sustainable economic activities. The PM will be responsible for the overall delivery of the project, including planning, coordination, implementation, monitoring, and reporting. This role requires close collaboration with various stakeholders, including government partners, NGOs, and community leaders, to ensure the project's objectives are met. The PM will also lead efforts in gender mainstreaming and capacity building, ensuring that local communities are actively involved in the management of mangrove resources and benefit from sustainable income generation opportunities.

Duties and Responsibilities:
  • Manage the day-to-day operations of the PRSUMF project, including staff management, hiring external consultants, and maintaining relationships with key project partners.
  • Coordinate budget and financing activities, including project preparation, submission, progress reporting, and financial statements.
  • Identify capacity building needs and organize training workshops and consultative activities involving stakeholders.
  • Develop and revise annual work plans and project budgets in collaboration with the project team.
  • Ensure effective communication with donors, government partners, and implementing partners.
  • Finalize baselines and targets for the project based on capacity needs assessments.
  • Monitor project expenditures to ensure value for money and efficient delivery.
  • Lead gender mainstreaming efforts by developing and implementing a gender action plan.
  • Prepare documentation for Project Steering Board meetings and evaluation missions. 1
  • Assist with resource mobilization through the development of concept notes and project documents. 1
  • Collaborate with the Communication Officer to disseminate project results and knowledge. 1
  • Strengthen partnerships with stakeholders to enhance project quality and implementation. 1
  • Monitor project activities and ensure alignment with project objectives. 1
  • Conduct field visits and monitoring missions to assess project progress. 1
  • Provide strategic guidance for capacity building and advocacy activities related to mangrove conservation and climate change adaptation.

Required Qualifications:
  • Advanced University degree (master’s degree) in environmental management, socio-economic studies, or related fields is required. Alternatively, a first-level university degree (bachelor’s degree) with an additional two years of qualifying experience will be considered.
  • Minimum of 5 years of relevant professional experience with a master’s degree or 7 years with a bachelor’s degree, particularly in value chain development and MSME development.
  • Proven experience in implementing projects related to climate change, coastal management, and adaptation is desired.
  • Experience working with UNDP, donor organizations, governmental institutions, NGOs, or consulting firms is an asset.
  • Strong computer skills and excellent writing abilities are preferred.

Educational Background:
Candidates must possess an advanced university degree (master’s degree) in fields such as environmental management, socio-economic studies, or other relevant areas. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered in lieu of the advanced degree.

Experience:
The position requires a minimum of 5 years of relevant work experience for candidates with a master’s degree, or 7 years for those with a bachelor’s degree. Experience should focus on value chain development, MSME development, and project implementation in areas related to climate change and coastal management. Proven ability to work independently and meet deadlines is essential, along with a track record of effective communication with project stakeholders.

Languages:
Fluency in Dutch is required for this position, while a working knowledge of English is considered an asset. Proficiency in both languages will enhance communication with diverse stakeholders and facilitate project implementation.
