Job Overview:
The position of National Consultant Specialist in Environmental Policy is crucial for supporting the UNDP's initiatives in Senegal. The consultant will be responsible for providing expert advice and guidance on environmental policies, ensuring that they align with national and international standards. The role involves conducting assessments, developing strategies, and collaborating with various stakeholders, including government agencies, NGOs, and community organizations. The consultant is expected to have a deep understanding of environmental issues in Senegal and to contribute to the formulation of policies that promote sustainable development. This position requires a proactive approach to problem-solving and the ability to work independently while also being part of a larger team.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to: conducting comprehensive analyses of current environmental policies and practices in Senegal; identifying gaps and areas for improvement; developing policy recommendations based on research and stakeholder consultations; facilitating workshops and training sessions for government officials and community leaders; preparing detailed reports and presentations on findings and recommendations; collaborating with other UN agencies and international organizations to align efforts and share best practices; monitoring and evaluating the implementation of environmental policies; and providing ongoing support and expertise to ensure the successful execution of environmental initiatives.

Required Qualifications:
Candidates must possess a strong background in environmental science, policy, or a related field. A proven track record of working on environmental issues, particularly in the context of Senegal or similar regions, is essential. The consultant should demonstrate excellent analytical and research skills, with the ability to synthesize complex information into actionable recommendations. Strong communication and interpersonal skills are required to effectively engage with diverse stakeholders. Additionally, candidates should have experience in project management and the ability to work under tight deadlines while maintaining high-quality standards.

Educational Background:
A minimum of a Master's degree in Environmental Science, Environmental Policy, Sustainable Development, or a related field is required. Candidates with a PhD or equivalent experience in a relevant area will be given preference. Relevant certifications or training in environmental management or policy analysis will also be considered an asset.

Experience:
The ideal candidate should have at least 5 years of professional experience in environmental policy development, analysis, or related fields. Experience working with international organizations, government agencies, or NGOs in Senegal or West Africa is highly desirable. Proven experience in conducting research, facilitating stakeholder engagement, and developing policy frameworks is essential for this role.

Languages:
Fluency in French is mandatory, as it is the official language of Senegal and the primary language of communication for this position. Proficiency in English is also highly desirable, as it will facilitate communication with international stakeholders and partners. Knowledge of local languages spoken in Senegal would be an added advantage, enhancing the consultant's ability to engage with local communities.

Additional Notes:
This position is a consultancy role under the UNDP, and the contract duration is expected to be until March 2025, with the possibility of extension based on project needs and performance. The consultant will work on a full-time basis, and the position is open to both national and international candidates. Compensation will be commensurate with experience and qualifications, following UNDP's guidelines for consultancy rates. The consultant will be required to submit regular progress reports and participate in meetings as necessary.
