Job Overview:
The NDC Project Coordinator will play a crucial role in supporting Bhutan's efforts to formulate its third generation of Nationally Determined Contributions (NDC 3.0) as part of the global climate action framework established by the Paris Agreement. This position involves working closely with the Government of Bhutan and various stakeholders to enhance the country's climate ambition and ensure effective implementation of climate actions. The coordinator will be responsible for day-to-day project management, including coordination with thematic working groups, technical inputs, communication, and compliance with UNDP and GCF regulations. The role requires a proactive approach to project planning, monitoring, and reporting, as well as fostering collaboration among diverse stakeholders to achieve project objectives.

Duties and Responsibilities:
The NDC Project Coordinator will have a wide range of responsibilities, including:
  • Leading and managing project planning and implementation, ensuring compliance with UNDP project requirements.
  • Preparing Annual Work Plans and Budgets, coordinating with project collaborators and stakeholders for effective project delivery.
  • Identifying potential risks to project implementation and proposing mitigation strategies.
  • Monitoring project progress, preparing comprehensive reports, and contributing to presentations and knowledge products.
  • Supporting national and international consultants in sectoral assessments and ensuring timely delivery of outputs.
  • Maintaining meticulous records of project activities and developing a robust knowledge management system.
  • Cultivating relationships with stakeholders, facilitating effective communication, and organizing meetings and workshops.
  • Developing awareness materials to enhance understanding of NDCs and the NDC 3.0 process.
  • Continuously identifying best practices and innovative approaches in climate change management.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Climate Change, Environment Management, Natural Resource Management, Development Economics, Project Management, or related fields. Alternatively, a first-level university degree (Bachelor's degree) in the aforementioned areas, combined with an additional 2 years of qualifying experience, will be considered in lieu of a Master’s degree. A minimum of 5 years of relevant experience is required for those with a Master’s degree, or 7 years for those with a Bachelor’s degree, specifically in sustainable development, climate change, natural resource management, or environmental protection. Proven knowledge of Bhutan’s national plans and policies related to climate change is essential, along with demonstrated experience in project development, planning, implementation, and monitoring.

Educational Background:
An advanced university degree (master’s degree or equivalent) in relevant fields such as Climate Change, Environment Management, Natural Resource Management, Development Economics, or Project Management is required. Alternatively, a first-level university degree (Bachelor's degree) in these areas, combined with additional qualifying experience, will be considered. This educational background is crucial for understanding the complexities of climate action and sustainable development.

Experience:
The position requires a minimum of 5 years of experience related to sustainable development, climate change, natural resource management, or environmental protection for candidates with a Master’s degree. For those with a Bachelor’s degree, a minimum of 7 years of relevant experience is necessary. Candidates should have proven experience in project development, planning, implementation, and monitoring, as well as knowledge of Bhutan’s context regarding climate change policies and strategies. Experience in building strategic partnerships and managing consultants is also beneficial.

Languages:
Fluency in English and Dzongkha is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of project documentation and reports. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is full-time and involves working closely with various stakeholders, including government agencies, civil society organizations, and development partners.
